17 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

19 SECTION 1. Arkansas Code Title 6, Chapter 63, Subchapter 1, is amended
20 to add an additional section to read as follows:
21 6-63-105. Highly Qualified Professor and Teacher Act.
22 (a) This section shall be known and may be cited as the "Highly
23 Qualified Professor and Teacher Act".
24 (b) A university professor or an assistant professor may receive a
25 teaching license issued by the State Board of Education upon performing
26 application requirements under 6-17-401 et seq.
27 (c) The State Board of Education shall promulgate rules to implement
28 this section.

30 SECTION 2. DO NOT CODIFY. Rules.
31 (a) When adopting the initial rules required under this act, the State
32 Board of Education shall file the final rules with the Secretary of State for
33 adoption under 25-15-204(f):
34 (1) On or before January 1, 2022; or
35 (2) If approval under 10-3-309 has not occurred by January 1,
36 2022, as soon as practicable after approval under 10-3-309.

1 (b) The board shall file the proposed rules with the Legislative
2 Council under 10-3-309(c) sufficiently in advance of January 1, 2022, so
3 that the Legislative Council may consider the rules for approval before
4 January 1, 2022.
