27 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

29 SECTION 1. Arkansas Code 7-1-101(40), concerning the definition of
30 "vote center", is amended to read as follows:
31 (40) Vote center means an election day location designated by
32 the county clerk or county board of election commissioners at which a
33 qualified elector from any precinct in the county holding the election may
34 vote;

36 SECTION 2. Arkansas Code 7-5-101(e)(1)(A) and (B), concerning the

1 establishment and alteration of precinct boundaries, polling sites, and vote
2 centers, are amended to read as follows:
3 (e)(1)(A) Before establishing one (1) or more vote centers in the
4 county under 7-1-113, the county clerk the county board of election
5 commissioners shall certify to the Secretary of State and the county quorum
6 court that the county has a secure electronic connection sufficient to
7 prevent:
8 (i) An elector from voting more than once; and
9 (ii) Unauthorized access to a computerized
10 registration book maintained by the county clerk an electronic pollbook;
11 (iii) Unauthorized access to the voter registration
12 database; and
13 (iv) Unauthorized access to voting equipment and
14 voter materials.
15 (B) If the county clerk county board of election
16 commissioners has certified to the county quorum court a determination of
17 sufficiency under subdivision (e)(1)(A) of this section, the county may adopt
18 an ordinance to establish vote centers for elections.

20 SECTION 3. Arkansas Code 7-5-101(e)(2)(A) and (B), concerning the
21 establishment and alteration of precinct boundaries, polling sites, and vote
22 centers, are amended to read as follows:
23 (2)(A) Except for school elections under 6-14-106, a vote
24 center location for each election shall be the same as that established for
25 the immediately preceding general election unless changed by order of the
26 county clerk or county board of election commissioners.
27 (B) The county clerk or county board of election
28 commissioners shall not change a vote center location for any precinct less
29 than thirty (30) days before an election except in the event of an emergency.
