24 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

26 SECTION 1. Arkansas Code 15-42-104(a)-(c), concerning the fee for
27 hunting and fishing licenses for residents, are amended to read as follows:
28 (a)(1) The maximum fee for the annual resident basic hunting license
29 for any resident of the State of Arkansas who is sixteen (16) eighteen (18)
30 years of age or older for the privilege of taking small game and the taking
31 of one (1) deer by the use of a modern center-fire firearm shall be as
32 provided by the regulations and within the bag limits promulgated by the
33 Arkansas State Game and Fish Commission but shall not exceed eleven dollars
34 and fifty cents ($11.50) each until July 1, 1997, when the maximum fee shall
35 revert to ten dollars and fifty cents ($10.50).
36 (2) The maximum fee for the annual resident sportsman hunting

1 license for any resident of the State of Arkansas who is sixteen (16)
2 eighteen (18) years of age or older for the privilege of taking three (3)
3 deer and all other game by any method of taking shall be as provided by the
4 regulations and within the bag limits promulgated by the commission but shall
5 not exceed twenty-six dollars ($26.00) each until July 1, 1997, when the
6 maximum fee shall revert to twenty-five dollars ($25.00) each.
7 (3) In addition to the annual resident basic and sportsman
8 hunting license fees authorized in this subsection, the commission by
9 regulation may provide that any resident of this state who is sixteen (16)
10 eighteen (18) years of age or older be required:
11 (A) For the privilege of hunting migratory birds in this
12 state, to obtain a special permit and pay a special annual fee not to exceed
13 seven dollars ($7.00) each;
14 (B) For the privilege of taking a bonus deer in addition
15 to the deer authorized with the basic hunting license and the sportsman
16 hunting license, to obtain a special permit and pay a special fee not to
17 exceed ten dollars ($10.00) each; and
18 (C) For the privilege of hunting elk in this state, to
19 obtain a special permit and pay a special annual fee not to exceed thirty-
20 five dollars ($35.00) each.
21 (4) Nothing contained herein is intended to restrict the
22 authority of the commission to charge any resident of the state an additional
23 fee solely for the purpose of entering upon and hunting upon any land owned
24 or leased by the commission.
25 (b)(1) The maximum fee for the annual resident fishing license for any
26 resident of the State of Arkansas who is sixteen (16) eighteen (18) years of
27 age or older shall be as provided by the regulations promulgated by the
28 commission but shall not exceed eleven dollars and fifty cents ($11.50) each
29 until July 1, 1997, when the maximum fee shall revert to ten dollars and
30 fifty cents ($10.50) each.
31 (2) In addition to the annual resident fishing license fee
32 authorized in this subsection, the commission by regulation may provide that
33 any resident of this state sixteen (16) eighteen (18) years of age or older
34 be required for the privilege of fishing for trout in this state to obtain a
35 special permit and pay a special annual fee not to exceed ten dollars
36 ($10.00).

1 (3) In lieu of the annual resident fishing license fee
2 authorized in this subsection, the commission by regulation may provide that
3 any resident of this state sixteen (16) eighteen (18) years of age or older
4 be authorized to purchase a three-day-trip fishing license for a fee not to
5 exceed seven dollars and fifty cents ($7.50) each until July 1, 1997, when
6 the maximum fee shall revert to six dollars and fifty cents ($6.50) each.
7 (c) The maximum fee for the annual resident combination sportsman
8 hunting and fishing license for any resident of the State of Arkansas who is
9 sixteen (16) eighteen (18) years of age or older for all hunting and fishing
10 privileges except those covered by the migratory bird and trout permits shall
11 be as provided by the regulations and within the bag limits as promulgated by
12 the commission but shall not exceed thirty-seven dollars and fifty cents
13 ($37.50) each until July 1, 1997, when the maximum fee shall revert to
14 thirty-five dollars and fifty cents ($35.50).

16 SECTION 2. Arkansas Code 15-42-106(b), concerning the requirements
17 for a resident fishing license, is amended to read as follows:
18 (b) It shall also be unlawful for any person more than sixteen (16)
19 eighteen (18) years of age who is a resident of this state to take or attempt
20 to take fish by means of net seines or gigs without first procuring a
21 resident fishing license.

23 SECTION 3. Arkansas Code 15-42-110 is amended to read as follows:
24 15-42-110. Three-day fishing license.
25 The maximum fee for a three-day fishing license for any resident in the
26 State of Arkansas who is sixteen (16) eighteen (18) years of age or older but
27 less than sixty-five (65) years of age shall not exceed six dollars and fifty
28 cents ($6.50) each.
