18 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

20 SECTION 1. Arkansas Code 17-20-406 is amended to read as follows:
21 17-20-406. Teacher manager instructor certification.
22 (a)(1) Application for examination for a teacher manager instructor
23 certificate shall be filed with the State Board of Barber Examiners on blank
24 forms prepared and furnished by the board and shall be accompanied by the fee
25 prescribed in 17-20-409.
26 (2) A teacher manager instructor shall be:
27 (A) Twenty-one (21) years of age; and
28 (B) A currently licensed barber who has:
29 (i) One (1) year of experience as a barber;
30 (ii) A high school diploma or the equivalent of a
31 high school diploma, including a graduate equivalent degree; and
32 (iii) Completed a postgraduate course of six hundred
33 (600) hours in barber teacher theory in an approved school.
34 (3) An applicant for a teacher manager instructor certificate
35 shall take a written test and demonstrate to the board his or her competency
36 on a subject assigned by the board from the textbook on one (1) of the

1 following subjects:
2 (A) Haircutting;
3 (B) Permanent waving;
4 (C) Hair coloring;
5 (D) Hair styling;
6 (E) Chemical processing; or
7 (F) Shaving.
8 (4) The demonstration of competency described in subdivision
9 (a)(3) of this section shall be performed in a barber college environment.
10 (5) The written test and demonstration of competency described
11 in subdivision (a)(3) of this section shall be monitored and facilitated
12 online on or before January 1, 2023.
13 (b) A person who has been continuously licensed or registered in
14 another state to practice barbering and who also meets the requirements under
15 this chapter may be issued a certificate of registration as a registered
16 teacher manager instructor upon making application as required by law and
17 upon payment of the reciprocity fee to obtain registration in this state as a
18 registered barber, plus the teacher manager instructor reciprocity fee.
19 (c)(1) A teacher manager instructor shall have received not less than
20 eight (8) four (4) hours of additional training in an instructor's training
21 seminar or continuing education course certified by the board on a yearly
22 basis before renewal of his or her teacher manager instructor license.
23 (2) The board shall offer continuing education at least twice a
24 year.
