7 SENATE JOINT RESOLUTION
8 AN AMENDMENT TO THE ARKANSAS CONSTITUTION CONCERNING
9 THE QUALIFICATIONS TO VOTE IN AN ELECTION; AND
10 PROVIDING THAT A PERSON WHO IS SEVENTEEN (17) YEARS
11 OF AGE AND OTHERWISE QUALIFIED TO VOTE MAY VOTE IN A
12 PREFERENTIAL PRIMARY ELECTION AND GENERAL PRIMARY
13 ELECTION AT WHICH ONE (1) OR MORE NOMINEES ARE CHOSEN
14 TO BE VOTED UPON AT A GENERAL ELECTION IF THE PERSON
15 WILL BE EIGHTEEN (18) YEARS OF AGE ON OR BEFORE THE
16 DATE OF THE GENERAL ELECTION.

25 BE IT RESOLVED BY THE SENATE OF THE NINETY-THIRD GENERAL ASSEMBLY OF THE
26 STATE OF ARKANSAS, AND BY THE HOUSE OF REPRESENTATIVES, A MAJORITY OF ALL
27 MEMBERS ELECTED TO EACH HOUSE AGREEING THERETO:

29 That the following is proposed as an amendment to the Constitution of
30 the State of Arkansas, and upon being submitted to the electors of the state
31 for approval or rejection at the next general election for Representatives
32 and Senators, if a majority of the electors voting thereon at the election
33 adopt the amendment, the amendment shall become a part of the Constitution of
34 the State of Arkansas, to wit:

36 SECTION 1. Arkansas Constitution, Article 3, 1(a), concerning the

1 qualifications of electors, is amended to read as follows:
2 (a)(1) Except as otherwise provided by this Constitution, any person
3 may vote in an election in this state who is:
4 (1)(A) A citizen of the United States;
5 (2)(B) A resident of the State of Arkansas;
6 (3)(C) At least eighteen (18) years of age; and
7 (4)(D) Lawfully registered to vote in the election.
8 (2) A person who is seventeen (17) years of age and otherwise
9 qualified to vote in an election in this state may vote in the following
10 elections at which one (1) or more nominees are chosen to be voted upon at a
11 general election if the person will be eighteen (18) years of age on or
12 before the date of the general election:
13 (A) A preferential primary election; and
14 (B) A general primary election.

16 SECTION 2. EFFECTIVE DATE. This amendment is effective on and after
17 January 1, 2023.

19 SECTION 3. BALLOT TITLE AND POPULAR NAME. When this proposed
20 amendment is submitted to the electors of this state on the general election
21 ballot:
22 (1) The title of this joint resolution shall be the ballot
23 title; and
24 (2) The popular name shall be "A Constitutional Amendment to
25 Provide that a Person who is Seventeen (17) Years of Age and Otherwise
26 Qualified to Vote May Vote in Primary Elections At Which Nominees Are Chosen
27 to be Voted Upon at a General Election if the Person Will Be Eighteen (18)
28 Years of Age On or Before the Date of the General Election".
