24 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

26 SECTION 1. Arkansas Code Title 6, Chapter 15, Subchapter 5, is amended
27 to add an additional section to read as follows:
28 6-15-511. Statewide student assessment system.
29 (a) A public school district or open-enrollment public charter school
30 that offers to public school students college and career readiness
31 assessments at no cost to the public school students shall offer to home-
32 schooled students who have registered or otherwise met minimum testing
33 requirements and who reside in the district in which the public school or
34 open-enrollment public charter school is located:
35 (1) Access to the testing sites at which the college or career
36 readiness assessments are administered;

1 (2) Financial assistance for purposes of paying for or reducing
2 the costs of the college or career readiness assessment the home-schooled
3 student intends to take; and
4 (3) Accommodations for home-schooled students with disabilities
5 that have been approved by the test developer or provider during the
6 administration of a college or career readiness assessment.
7 (b) As used in this section, "college and career readiness assessment"
8 includes without limitation:
9 (1) The ACT test;
10 (2) The Preliminary Scholastic Aptitude Test;
11 (3) The Scholastic Assessment Test;
12 (4) An Advanced Placement test; and
13 (5) Other assessments commonly used for college admission,
14 college scholarships, or financial aid to attend college.
