28 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

30 SECTION 1. Arkansas Code 6-20-2305(b)(4)(C)(i)(b), concerning
31 approved programs and purposes for which Enhanced Student Achievement Funding
32 may be expended, is amended to add additional subdivisions to read as
33 follows:
34 (20) Creation or expansion of career and
35 technical education programs;
36 (21) Human services workers, licensed

1 mental health counselors, licensed certified social workers, and licensed
2 social workers;
3 (22) Bonuses;
4 (23) Payment for students to take the
5 ACT without charge to the student;
6 (24) Research-based professional
7 development in literacy, mathematics, and science;
8 (25) School resource officers whose job
9 duties include research-based methods and strategies tied to improving
10 achievement of public school students at risk;
11 (26) Experience-based field trips;
12 (27) School health coordinators;
13 (28) College and career development
14 programs;
15 (29)(A) Tuition, books, and fees for
16 students enrolled in endorsed concurrent enrollment courses.
17 (B) A student receiving a
18 scholarship under the Arkansas Concurrent Challenge Scholarship Program, 6-
19 85-401 et seq., is eligible to receive funds under subdivision
20 (b)(4)(C)(i)(b)(29)(A) of this section if the scholarship funds do not cover
21 the entire cost of the endorsed concurrent enrollment course in which he or
22 she is enrolled; and
23 (30) Other programs approved by the
24 Division of Elementary and Secondary Education.

26 SECTION 2. Arkansas Code 6-20-2305(b)(4)(C)(i)(c), concerning the
27 expiration date regarding approved programs and purposes for which Enhanced
28 Student Achievement funding may be expended, is repealed.
29 (c) The list of approved programs established
30 before July 24, 2019, by the State Board of Education under subdivision
31 (b)(4)(C)(i)(a) of this section shall expire on June 30, 2022.
