27 SECTION 1. REGULAR SALARIES - REYNOLDS CENTER ON AGING, BOOZMAN COLLEGE
28 OF PUBLIC HEALTH, BIOSCIENCES INSTITUTE, AND THE AREA HEALTH ED. CENTER -
29 HELENA. There is hereby established for the University of Arkansas for
30 Medical Sciences - Reynolds Center on Aging, Boozman College of Public
31 Health, Biosciences Institute, and Area Health Education Center - Helena for

28 SECTION 6. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
29 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. ARKANSAS
30 CHILDREN'S HOSPITAL RESEARCH PROGRAM. In any fiscal year, if the funds
31 received by the University of Arkansas for Medical Sciences for the Arkansas
32 Biosciences Institute in the Arkansas Biosciences Institute appropriation in
33 this Act are less than the total amount appropriated, the University of
34 Arkansas for Medical Sciences shall provide no less than thirty-three and
35 one-third percent (33 and 1/3%) of the available funds for the Arkansas
36 Children's Hospital Research Program. Otherwise, the Arkansas Childrens

1 Hospital Research Program line item appropriation in the Arkansas Biosciences
2 Institute appropriation in this Act shall be funded in total or Arkansas
3 Childrens Hospital Chief Executive Officer may request that the University
4 of Arkansas for Medical Sciences transfer such funds each fiscal year from
5 the Arkansas Biosciences Institute Program Account to the Department of Human
6 Services Grants Fund Account. The transferred funds shall be used to match
7 federal funds used for Supplemental Medicaid payments to Arkansas Childrens
8 Hospital.
9 The provisions of this section shall be in effect only from July 1, 2020
10 2021 through June 30, 2021 2022.

12 SECTION 7. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
13 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. TRANSFER
14 RESTRICTIONS. The appropriations provided in this act shall not be
15 transferred under the provisions of Arkansas Code 19-4-522, but only as
16 provided by this act.
17 The provisions of this section shall be in effect only from July 1, 2020
18 2021 through June 30, 2021 2022.

20 SECTION 8. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS
21 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. TRANSFER
22 PROVISIONS. The state-supported institution of higher education in this act
23 may transfer appropriations between the various line items within each
24 appropriation contained in this appropriation act. Such transfers shall be
25 made only after the approval of the Department of Higher Education and the
26 Chief Fiscal Officer of the State, and the approval of the Legislative
27 Council or Joint Budget Committee.
28 The General Assembly has determined that the institution in this act could
29 be operated more efficiently if some flexibility is given to that institution
30 and that flexibility is being accomplished by providing authority to transfer
31 between items of appropriation made by this act. Since the General Assembly
32 has granted the institution broad powers under the transfer of
33 appropriations, it is both necessary and appropriate that the General
34 Assembly maintain oversight of the utilization of the transfers by requiring
35 prior approval of the Legislative Council or Joint Budget Committee in the
36 utilization of the transfer authority. Therefore, the requirement of
