24 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

26 SECTION 1. Arkansas Code 25-19-103, concerning definitions under the
27 Freedom of Information Act of 1967, is amended to add an additional
28 subdivision to read as follows:
29 (10)(A) Meeting means a discussion among three (3) or more
30 members of a governing body about a matter relating to public business on
31 which it is reasonably foreseeable that the governing body may take action.
32 (B) "Meeting" includes without limitation:
33 (i) Discussions in person, by telephone,
34 electronically, or by other means of communication; and
35 (ii) Serial one-on-one conversations, whether formal
36 or informal, with members of a governing body by one or more members,

1 employees, agents, or informal representatives of the governing body to
2 discuss the governing bodys business.
3 (C) As used in this subdivision (10), "governing body"
4 includes without limitation the governing body of a municipality, county,
5 township, school district, board, bureau, commission, organization, school,
6 or other public entity that is subject to 25-19-106;

8 SECTION 2. Arkansas Code 25-19-106(a), concerning open public
9 meetings under the Freedom of Information Act of 1967, is amended to read as
10 follows:
11 (a) Except as otherwise specifically provided by law, all meetings,
12 formal or informal, special or regular, of two (2) or more members of the
13 governing bodies governing body of the following entities are public
14 meetings:
15 (1) of all All municipalities, counties, townships, and school
16 districts;
17 (2) and all All boards, bureaus, commissions, or organizations,
18 schools, and other public entities of the State of Arkansas, except grand
19 juries,; and
20 (3) All other public entities supported wholly or in part by
21 public funds or expending public funds, shall be public meetings.
