17 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

19 SECTION 1. Arkansas Code Title 5, Chapter 27, Subchapter 6, is amended
20 to add an additional section to read as follows:
21 5-27-610. Unlawful doxxing of minor on social media platform.
22 (a) As used in this section:
23 (1) "Communication" means the electronic communication of
24 information of a person's choosing between or among points specified by the
25 person without change in the form of the content of the information as sent
26 and received;
27 (2) "Doxxes" means to publish private or identifying information
28 about a particular person on social media with malicious purpose; and
29 (3) "Social media platform" means a website or computer
30 application designed to facilitate communication between one (1) or more
31 persons.
32 (b) A person commits the offense of doxxing of a minor on a social
33 media platform if:
34 (1) The person knowingly doxxes or transmits, sends, or posts a
35 communication concerning a minor to a social media platform with the purpose
36 to frighten, coerce, intimidate, threaten, abuse, or harass the minor; and

1 (2) The communication causes the minor to be in reasonable fear
2 of physical injury.
3 (c)(1) Doxxing of a minor on social media platform is a:
4 (A) Class B felony if:
5 (i) Death of the minor occurs due to the offense; or
6 (ii) Monetary loss to the minor due to the offense
7 is one million dollars ($1,000,000) or more;
8 (B) Class C felony if:
9 (i) Physical injury occurs to the minor due to the
10 offense; or
11 (ii) Monetary loss to the minor due to the offense
12 is ten thousand dollars ($10,000) or more but less than one million dollars
13 ($1,000,000); or
14 (C) Class D felony if monetary loss to the minor due to
15 the offense is five hundred dollars ($500) or more but less than ten thousand
16 dollars ($10,000).
17 (2) Otherwise unlawful doxxing of a minor on a social media
18 platform is a Class A misdemeanor.
