20 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

22 SECTION 1. Arkansas Code 21-4-203(3), concerning the definition of
23 "catastrophic illness" under the Uniform Attendance and Leave Policy Act, is
24 amended to read as follows:
25 (3) Catastrophic illness means a medical condition, as
26 certified by a physician, of an employee, of the spouse or parent of the
27 employee, or of a child of the employee who may be claimed as a dependent
28 under the Income Tax Act of 1929 which that requires the employee's absence
29 from duty for a prolonged period of time and which, except for the
30 catastrophic leave program, would result in a substantial loss of income to
31 the employee because of the exhaustion of all earned sick and annual accrued
32 leave and compensatory time;

34 SECTION 2. Arkansas Code 21-4-203(12), concerning the definition of
35 "temporary employee" under the Uniform Attendance and Leave Policy Act, is
36 repealed.

1 (12) Temporary employee means a person who has been appointed
2 from a register for a period of time not to exceed six (6) months;

4 SECTION 3. Arkansas Code 21-4-207(f)(1)(C), concerning accrual and
5 use of sick leave under the Uniform Attendance and Leave Policy Act, is
6 repealed.
7 (C) Shared leave, when authorized;
8
9 SECTION 4. Arkansas Code 21-4-214(a)(2)(B), concerning the
10 catastrophic leave program, is amended to read as follows:
11 (B) The following governmental entities may voluntarily
12 participate in the catastrophic leave bank program or establish a
13 catastrophic leave bank for its the governmental entities' employees:
14 (i) The General Assembly;
15 (ii) The Bureau of Legislative Research;
16 (iii) Arkansas Legislative Audit;
17 (iv) The Arkansas Department of Transportation;
18 (v) The Arkansas State Game and Fish Commission;
19 (vi) The Supreme Court;
20 (vii) The Court of Appeals;
21 (viii) The Administrative Office of the Courts;
22 (ix) A constitutional office; and
23 (x) Institutions An institution of higher education.
