24 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

26 SECTION 1. Arkansas Code Title 25, Chapter 8, Subchapter 1, is amended
27 to add an additional section to read as follows:
28 25-8-111. Regulatory Division Regulatory Administrator.
29 (a) The Regulatory Division is created within the Department of
30 Finance and Administration.
31 (b) Notwithstanding 25-8-101(b), the Governor shall appoint a
32 Regulatory Administrator of the Regulatory Division of the Department of
33 Finance and Administration who shall:
34 (1) Serve at the pleasure of the Governor;
35 (2) Report to the Secretary of the Department of Finance and
36 Administration; and

1 (3) Maintain oversight of the:
2 (A) Alcoholic Beverage Control Division;
3 (B) Alcoholic Beverage Control Enforcement Division;
4 (C) Arkansas Tobacco Control; and
5 (D) Arkansas Racing Commission.
