25 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

27 SECTION 1. Arkansas Code 27-14-723(a), concerning vehicle
28 registration required upon presence in the state, is amended to read as
29 follows:
30 (a) Within thirty (30) sixty (60) calendar days of becoming a
31 resident, a person who is a resident of this state shall obtain an Arkansas
32 motor vehicle registration and license in order to operate a motor vehicle
33 upon the streets and highways of this state.

35 SECTION 2. Arkansas Code 27-14-723(c)(2)(A), concerning vehicle
36 registration required upon presence in the state, is amended to read as

2 (2)(A)(i) An entity that transacts or conducts business in
3 Arkansas and has a place of business in Arkansas shall register a motor
4 vehicle considered a pleasure vehicle under 27-14-601(a)(1) that the entity
5 owns and uses in its business operations in the state with the Office of
6 Motor Vehicle within thirty (30) sixty (60) calendar days from the start of
7 business in the state.
8 (ii) If an entity began transacting or conducting
9 business in the state before July 31, 2009, the entity shall have thirty (30)
10 calendar days to comply with this subsection.

12 SECTION 3. Arkansas Code 27-14-903(a), concerning the registration
13 of a motor vehicle, is amended to read as follows:
14 (a)(1) The transferee of any a new or used vehicle required by law to
15 be registered shall apply for, or cause to be applied for, the registration
16 thereof of the vehicle within thirty (30) sixty (60) days after the date of
17 the release of lien by a prior lienholder, as provided in 27-14-909, or
18 thirty (30) sixty (60) days after the date of the transfer if no lien exists.
19 (2) No A vehicle shall not be operated upon a public street or
20 highway for more than thirty (30) sixty (60) days after the release of lien
21 by a prior lienholder, as provided in 27-14-909, or thirty (30) sixty (60)
22 days after the transfer date if no lien exists, unless a valid registration
23 plate is properly attached thereto to the vehicle.

25 SECTION 4. Arkansas Code 27-14-907(a)(1), concerning the transfer of
26 title of a vehicle, is amended to read as follows:
27 (a)(1) Whenever the title or interest of an owner in or to a
28 registered vehicle shall pass passes to another person by a method other than
29 voluntary transfer, the registration of the vehicle shall expire, and the
30 vehicle shall not be operated upon public streets or highways for more than
31 thirty (30) sixty (60) days after the transfer date unless a valid
32 registration plate is attached thereto to the vehicle.

34 SECTION 5. Arkansas Code 27-14-1705(b)(1), concerning temporary
35 preprinted paper buyer's tags, is amended to read as follows:
36 (b)(1) The temporary preprinted paper buyer's tag is valid for the

1 operation of the vehicle until the earlier of:
2 (A) The date on which the vehicle is registered; or
3 (B) The thirtieth sixtieth calendar day after the date of
4 purchase.
