The amendment includes the insertion of definitions and provisions specifically for emergency medical services personnel, who are full-time employees certified by the State Board of Health and employed by a local unit of the Employees' Retirement System under Section 36-27-6.

The bill also outlines the contribution rates for these emergency medical services personnel, which will be 6% of their earnable compensation if their employer has not elected to increase employee contributions, or 8.5% if their employer has elected to increase contributions as provided by Act 2011-676. These rates are set to begin on pay dates starting on or after October 1, 2024. Additionally, the bill allows members of the Employees' Retirement System of Alabama or the Teachers' Retirement System of Alabama to purchase credit for prior service by paying a certain percentage of their annual earnable compensation for each year of claimed credit. The bill does not apply to any Tier II plan member and is set to become effective on October 1, 2024.
