There is no provision under state law that prohibits a state agency or occupational licensing board from entering into agreements preventing an individual from disclosing information garnered by that individual relating to misfeasance or malfeasance committed by an employee, officer, or contractor of that state agency or occupational licensing board which was committed while the employee, officer, or contractor was employed or serving that agency or board. This bill would prohibit state agencies and occupational licensing boards from entering into agreements that restrict an individual from publicly disclosing information relating to misfeasance, malfeasance, or potential criminal activity committed by an employee, officer, or contractor of that agency or board while employed by, or serving, that agency or board.
