This bill relates to county personnel boards and authorizes certain municipalities to opt out from the jurisdiction of a county personnel board. It requires a municipality that opts out to create a civil service system and continue the rights of employees and officials vested or vesting in the county personnel board.

Under this bill, a Class 8 municipality with a population of 25,000 or more, located in two counties, can opt out from the jurisdiction of a county personnel board by passing an ordinance. The municipality must create its own civil service system and protect the vested or vesting rights of existing appointees. The municipality is also prohibited from engaging in any form of discrimination prohibited by federal or state law.

If there is a conflict, this bill supersedes any existing law. The bill will become effective on the first day of the third month following its passage and approval by the Governor or its otherwise becoming law.
