This bill, titled "Relating to driver licenses," aims to amend Section 32-6-10.1 of the Code of Alabama 1975. The bill seeks to reduce the minimum time period certain Alabama licenses may be issued to a foreign national. It also includes nonsubstantive, technical revisions to update the existing code language to current style.

The bill defines "foreign national" as an individual who is not a citizen of the United States. It requires the application for a license to be issued to a foreign national to include the applicant's country of origin and the expiration date of the acceptable form of immigration documentation. The bill also states that applications for a foreign national license shall be processed only at designated driver license offices. The license issued to a foreign national will include a designation that distinguishes between foreign nationals with lawful permanent residence and those with temporary authorized stay in the United States. The license will expire on the date of the expiration of the acceptable form of immigration documentation provided at the time of application. The bill also specifies that a foreign national must re-initiate the licensing process in the same manner as a first-time applicant to renew their license. The department is prohibited from issuing a license for a period of less than 30 days. The Director of the Department of Public Safety is tasked with adopting rules concerning the enforcement of this section. The bill will become effective on the first day of the third month following its passage and approval by the Governor, or its otherwise becoming law.
