This bill seeks to amend Section 28-3A-23 of the Code of Alabama 1975 to provide further regulations for criminal background checks of license applicants for alcoholic beverage licenses. The bill adds new requirements for license applicants, including the submission of a form providing written consent for the release of criminal history background information and the provision of two complete sets of fingerprints for a criminal background check. The bill also includes provisions regarding the display of licenses, approval of retail liquor license applications, and restrictions on the sale of alcoholic beverages.

Additionally, the bill grants the board the authority to determine the issuance of a license for certain premises, including the power to decide when the license will be issued, how long it will be valid, and to impose conditions on the operation of the licensed premises. The bill will become effective on the first day of the third month following its passage and approval by the Governor or its otherwise becoming law. The bill also includes an insertion stating that the Senate passed the bill on May 25, 2023.
