House Bill 391
Committee: Judiciary Sponsor: Representative Jim Hill
Analyst: Peter Grogan Date: 05/09/2023
House Bill 391 as introduced reconstitutes the Board of Pardons and Paroles as the Bureau of
Pardons and Paroles and reorganizes the duties and functions of the Bureau as well as the duties
of the Board of Pardons and Paroles within the Bureau.
In addition, this bill could increase the obligations of the Department of Corrections by an
estimated $28 for each day a parolee remains in a county jail past the 20 business day window
provided by current law, due to a delay in holding a prole violation hearing as provided by this
bill.
