This bill authorizes the City Council of the City of Calera to establish and regulate the operation of entertainment districts as designated by the Calera City Code. The bill allows for the establishment of up to two entertainment districts in the city, which may contain one or more Alcoholic Beverage Control Board licensees. The ordinance passed by the city council will regulate the hours of operation of the entertainment district and may include provisions for the revocation of the entertainment district designation and regulation of other aspects of its operation. Retail licensees of the Alabama Alcoholic Beverage Control Board located in an entertainment district may obtain an entertainment district permit, which allows patrons to exit the licensed premises with open containers of alcoholic beverages within the confines of the entertainment district. However, they may not enter the premises of another licensee with open containers or closed containers of alcoholic beverages acquired elsewhere. The ordinance will be enforced by the City of Calera and will provide penalties for violations.

This act is adopted pursuant to the authority in subdivision (31) of Section 104 of the Constitution of Alabama of 2022. It repeals any laws or parts of laws that conflict with this act. The act will become effective immediately following its passage and approval by the Governor or its otherwise becoming law.
