The Rural Logging Efficiency Act of 2023 establishes the Logging Efficiency Grant Fund to be administered by the Alabama Forestry Commission. The purpose of the fund is to support rural economic development by providing funding for maintaining, repairing, replacing, and constructing public rural bridges, researching and implementing technologies that enhance forest product harvesting and transportation efficiencies, and providing grants to support logging workforce development. The Alabama Forestry Commission is responsible for adopting rules to implement and administer the act, ensuring non-discrimination in grant distribution, and coordinating appointments to the advisory committee. The fund will consist of various revenue sources, grants, gifts, bequests, donations, appropriations, and other lawful sources. The act will become effective on the first day of the third month following its passage and approval by the Governor.
