This bill, known as HB152, relates to public institutions of higher education in Alabama. It adds a new section to the Code of Alabama 1975, which authorizes public institutions of higher education that employ campus police officers to also employ reserve police officers. The reserve police officers would assist or aid the full-time or part-time police officers and would serve at the pleasure of the president or chief executive officer of the institution.

To be eligible for employment as a reserve police officer, an individual must be 19 years of age or older, of good moral character and reputation, and have no felony or misdemeanor convictions involving force, violence, or moral turpitude. They must also consent to a fingerprint and criminal history background check. The functions of a reserve police officer would be limited to patrol operations, traffic direction and control, and crowd control assistance, all under the direct control and supervision of a police officer employed by the same institution. Reserve police officers would not have the power of arrest unless they have completed and maintain current certification from the Alabama Peace Officers' Standards and Training Commission. They would not be allowed to carry firearms while on duty unless approved by the president or chief executive officer of the institution and in accordance with institution policies.

This bill would become effective on the first day of the third month following its passage and approval by the Governor or its otherwise becoming law.
