This bill prohibits the adoption or enforcement of building codes that require the installation of certain latent, non-operable features in residential structures. The bill defines latent feature as any technology, appliance, electrical circuit, wiring, plumbing, gas tubing, framing, or other item that will not be used or operated by the homeowner at the time of the completion of the residential structure. The term only includes features that do not contribute to the life safety or structural aspects of the building code being enforced. The bill applies to all municipalities, counties, and agencies thereof. The bill will become effective on the first day of the third month following its passage and approval by the Governor, or its otherwise becoming law.
