8 URGING EACH LOCAL BOARD OF EDUCATION TO HAVE
9 AVAILABLE FEMININE HYGIENE PRODUCTS IN CERTAIN SCHOOLS AT NO
10 COST TO STUDENTS.

12 WHEREAS, studies have shown that one in five
13 teenagers in the United States find it difficult to afford
14 necessary feminine hygiene products, and one in four teenagers
15 have reported missing classes because of a lack of access to
16 feminine hygiene products; and
17 WHEREAS, the recent efforts of 13-year-old twins
18 Brooke and Breanna Bennett, who created a nonprofit named
19 "Women in Training" for the purpose of distributing menstrual
20 products to individuals and students in need, have brought to
21 the attention of this body the issue of period poverty and the
22 lack of readily available feminine hygiene products in
23 schools; and
24 WHEREAS, period poverty affects every county in the
25 state and many teachers and school administrators have taken
26 it upon themselves to provide these products to students out
27 of their own personal funds; now therefore,

1 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF
2 THE LEGISLATURE OF ALABAMA, That this body strongly urges each
3 county and city board of education to have available, in each
4 school building under the jurisdiction of the board, where any
5 student in grades five through 12 is enrolled, at the request
6 of a student for personal use and at no cost to the student,
7 feminine hygiene products including, but not limited to,
8 sanitary napkins and tampons.
9 BE IT FURTHER RESOLVED, That a copy of this
10 resolution be provided to the State Superintendent of
11 Education, prominently posted on the website of the State
12 Department of Education, and electronically provided through
13 the department to each city and county superintendent of
14 education for appropriate deliberation and action by each city
15 and county board of education.
