2 ENROLLED, House Joint Resolution,
3 CREATING THE JOINT INTERIM LEGISLATIVE COMMITTEE ON
4 THE RECOMPILATION OF THE CONSTITUTION.

6 WHEREAS, the constitutional amendment proposed in
7 Act 2019-271 of the 2019 Regular Session was ratified by the
8 voters on November 3, 2020, and requires the Legislature,
9 during the 2022 Regular Session and upon the recommendation of
10 the Director of the Legislative Services Agency, to arrange
11 the Constitution of Alabama of 1901, remove all racist
12 language, delete duplicative and repealed sections,
13 consolidate provisions regarding economic development, and
14 arrange all local amendments by county of application; now
15 therefore,
16 BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
17 HOUSES THEREOF CONCURRING, That the Joint Interim Legislative
18 Committee on the Recompilation of the Constitution is created
19 to assist in the revision of the Constitution of Alabama of
20 1901, receive input from the public regarding the revision,
21 and collaborate with the Director of the Legislative Services
22 Agency in the preparation of a proposed draft of the
23 constitution, as required by Act 2019-271 of the 2019 Regular
24 Session.

1 (a) The committee shall consist of the following
2 members:
3 (1) Three members of the House appointed by the
4 Speaker of the House of Representatives, one of whom shall be
5 the sponsor of Act 2019-271.
6 (2) Two members of the public appointed by the
7 Speaker of the House of Representatives.
8 (3) Three members of the Senate appointed by the
9 President Pro Tempore of the Senate, one of whom shall be a
10 member of the minority party.
11 (4) Two members of the public appointed by the
12 President Pro Tempore of the Senate.
13 (b)(1) The Director of the Legislative Services
14 Agency shall call the first meeting of the committee on or
15 before July 1, 2021, and the members of the committee shall
16 elect a chair and vice chair.
17 (2) The legislative members of the committee shall
18 be entitled to his or her regular legislative compensation,
19 per diem, and travel expenses for each day he or she attends a
20 meeting of the committee in accordance with Amendment 871 of
21 the Constitution of Alabama of 1901.
22 (3) The committee shall meet upon the call of the
23 chair or a majority of the committee members.
24 (c) The committee may hold public meetings at any
25 location in the state to hear public testimony on proposed or

1 suggested revisions to the constitution consistent with Act
2 2019-271 and shall promote transparency in the drafting of the
3 proposed revision of the constitution.
4 (d) The staff of the Legislative Services Agency
5 shall assist the committee in the performance of its duties as
6 necessary.
7 (e) The committee shall stand dissolved upon the
8 sine die of the 2022 Regular Session.
