8 CREATING THE JOINT COMMITTEE ON STATE HOUSE
9 PROGRAMMING AND PLANNING.

11 WHEREAS, the Alabama State House was originally
12 erected as the State Highway Department Building in 1963 and
13 was later designated as a temporary meeting location for the
14 Alabama Legislature in the 1980s during renovation of the
15 Capitol; and
16 WHEREAS, the Legislature never returned to the
17 Capitol and has conducted business in the Alabama State House
18 since the mid-1980s; and
19 WHEREAS, the Alabama State House has many problems,
20 including air quality, plumbing leaks, electrical power
21 surges, flooding, inconsistent heating and air conditioning,
22 and lack of space for public access to committee meetings and
23 other legislative business; now therefore,
24 BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
25 HOUSES THEREOF CONCURRING, That there is hereby created the
26 Joint Committee on State House Programming and Planning to
27 study the environmental conditions and physical plant systems

1 of the Alabama State House and to make recommendations to the
2 Legislature.
3 (a) The committee shall consist of the following
4 members:
5 (1) Five members of the House of Representatives,
6 appointed by the Speaker of the House of Representatives, one
7 of whom shall be a member representing the minority party.
8 (2) Five members of the Senate appointed by the
9 President Pro Tempore, one of whom shall be a member
10 representing the minority party.
11 (3) The Secretary of the Senate, or his or her
12 designee.
13 (4) The Clerk of the House, or his or her designee.
14 (5) The Director of the Legislative Services Agency,
15 or his or her designee.
16 (b) Legislative members of the committee shall be
17 entitled to his or her regular legislative compensation, per
18 diem, and travel expenses for each day he or she attends a
19 meeting of the committee in accordance with Amendment 871 of
20 the Constitution of Alabama of 1901.
21 (c)(1) The Director of the Legislative Services
22 Agency shall call the first meeting before July 1, 2021, and
23 shall serve as chair of the committee.
24 (2) The committee may meet at the call of the chair
25 or a majority of the members.
26 (d)(1) The committee shall study and examine all of
27 the following with regard to the State House:

1 a. The existing environmental conditions.
2 b. All physical plant and utilities systems in use.
3 c. Public access to committees and other legislative
4 meetings.
5 d. Functionality of the building during a pandemic.
6 e. Security issues associated with the building.
7 (2) The committee shall report its findings and
8 recommendations to the Speaker of the House of Representatives
9 and the President Pro Tempore of the Senate by December 1,
10 2021, at which time the committee shall stand dissolved.
