5 HONORING AND COMMENDING RONALD M. COFIELD FOR HIS
6 WORK WITH THE JOINT LEGISLATIVE TASK FORCE ON THE TAX CUTS AND
7 JOBS ACT AND THE ALABAMA BUSINESS TAX COMPETITIVENESS ACT.

9 WHEREAS, on February 12, 2021, Governor Kay Ivey
10 signed Act 2021-1, legislation that exempted federal COVID-19
11 relief funds from state income taxation, amended how business
12 income is calculated in Alabama, and decoupled Alabama tax law
13 from certain provisions of the Tax Cuts and Jobs Act; and
14 WHEREAS, the passage of this legislation could not
15 have occurred without the participation of the Joint
16 Legislative Task Force on the Tax Cuts and Jobs Act, which
17 worked over an 18-month period to discuss policy, consider
18 short- and long-term effects, and craft legislation; and
19 WHEREAS, among the leaders of that charge was Ronald
20 M. Cofield; from inception to the drafting of legislation, Ron
21 freely offered his knowledge and experience for the benefit of
22 the task force and, thus, the entire state; and
23 WHEREAS, the knowledge and experience that Ron
24 brought include a 38-year career with PricewaterhouseCoopers,
25 where he served as an audit partner as well as the managing

1 partner of the Orlando office, the Birmingham office, and the
2 Carolinas practice, Market Assurance Leader for the Greater
3 Atlanta practice, and the United States Assurance Learning and
4 Development Leader; Ron's resume also includes lengthy
5 community leadership service, including service as director of
6 the United Way, Operation New Birmingham, the Kiwanis Club of
7 Birmingham, and the Alabama Ballet, as well as Vice-Chairman
8 of the American Red Cross; Ron has also served on the Business
9 School Advisory Councils of Auburn University, Samford
10 University, and The University of Alabama at Birmingham; and
11 WHEREAS, Ron's service to the task force and to the
12 greater Alabama community deserves commendation beyond what is
13 offered in this resolution; however, this body sees fit to
14 honor him in the best manner available to us now; now
15 therefore,
16 BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
17 HOUSES THEREOF CONCURRING, That Ronald M. Cofield is hereby
18 honored and commended for his public service through the
19 hundreds of hours he committed to the Joint Legislative Task
20 Force on the Tax Cuts and Jobs Act and the Alabama Business
21 Tax Competitiveness.
22 BE IT FURTHER RESOLVED, That a copy of this
23 resolution be delivered to Ronald M. Cofield, as a small token
24 of our immense gratitude on behalf of the state and all its
25 residents.
