8 SYNOPSIS: Under existing law, the State Board of
9 Health maintains an immunization registry that is
10 the central registry for immunization vaccines
11 administered by health care providers.
12 This bill would require health care
13 providers to report vaccines administered to the
14 immunization registry and would require health care
15 providers to review the registry before a vaccine
16 is administered unless the health care provider has
17 a bi-directional interface with the registry.
18 Review of the registry prior to the administration
19 of a flu vaccine would not be required.

25 Relating to the State Board of Health and the
26 immunization registry; to amend Section 22-11B-2, Code of
27 Alabama 1975, to require health care providers to report

1 immunization data to the registry and to review the registry
2 before a vaccine is administered with certain exceptions.
3 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
4 Section 1. Section 22-11B-2, Code of Alabama 1975,
5 is amended to read as follows:
6 "22-11B-2.
7 "Pursuant to and in furtherance of the purposes of
8 this chapter, the State Board of Health is authorized to may
9 create and maintain an immunization registry. The immunization
10 registry is the central collection of data and reports
11 concerning a vaccine dose or doses administered to a person by
12 a provider records on vaccines administered to all ages,
13 including historical records of vaccinations. The nature of
14 the immunization information contained in this registry shall
15 be determined by rule of the State Board of Health and shall
16 be obtained from clinic records, billing data and information,
17 and vital or any other records owned and controlled by the
18 State Board of Health and the Alabama Medicaid Agency. Medical
19 insurers and public and private providers are authorized and
20 encouraged to provide information to the registry. In the
21 absence of a bi-directional interface with the registry to
22 send current or retrieve historical records of vaccination
23 administrations, all providers shall review the registry
24 before a vaccine is administered and provide all vaccine data
25 through electronic interface or manual entry in the registry.
26 If the provider is using a bi-directional electronic
27 interface, the provider shall review the historical

1 vaccination information provided through that interface before
2 a vaccine is administered, and the information for any vaccine
3 the provider administers shall be entered into the registry
4 either through the interface or by manual entry into the
5 registry. Annual influenza vaccinations shall be reported to
6 the registry, but a review of the registry is not required
7 prior to the administration of an influenza vaccine."
8 Section 2. This act shall become effective
9 immediately following its passage and approval by the
10 Governor, or its otherwise becoming law.
