8 SYNOPSIS: This bill would allow any retailer licensed
9 to sell alcoholic beverages for off-premises
10 consumption to use a drive-through or walk-up
11 window for the purchase of beer and wine.
12 This bill would also require the Alcoholic
13 Beverage Control Board to adopt rules.

19 Relating to alcoholic beverages; to allow a retailer
20 licensed to sell beer or wine for off-premises consumption to
21 use a drive-through or walk-up window for the purchase of beer
22 and wine; and to require the Alcoholic Beverage Control Board
23 to adopt rules.
24 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
25 Section 1. (a) Any retailer licensed to sell beer or
26 wine for off-premises consumption by the Alcoholic Beverage
27 Control Board may contain facilities for the sale of beer or

1 table wine, or both, by means of a "drive-up," "walk-up," or
2 "drive-thru" window or other type of exterior access. Any
3 employee handling beer or wine at the "drive-up," "walk-up,"
4 or "drive-thru" window must be 21 years of age or older.
5 (b) Not later than January 1, 2022, the board shall
6 adopt rules to implement this section.
7 Section 2. This act shall become effective July 1,
8 2021, following its passage and approval by the Governor, or
9 its otherwise becoming law.
