8 SYNOPSIS: This bill would propose an amendment to the
9 Constitution of Alabama of 1901, to provide that,
10 except as otherwise provided by general law, the
11 Governor and executive agencies of the state may
12 not enter into a contract or other binding
13 agreement that imposes an obligation on the state
14 for a contractual period of more than two years or
15 for consideration of more than five million dollars
16 ($5,000,000), without the approval of the
17 Legislature as provided by general law.

23 Relating to public contracts; to propose an
24 amendment to the Constitution of Alabama of 1901, to prohibit
25 the Governor and executive agencies of the state from entering
26 into certain public contracts without approval by the
27 Legislature.

1 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
2 Section 1. The following amendment to the
3 Constitution of Alabama of 1901, as amended, is proposed and
4 shall become valid as a part thereof when approved by a
5 majority of the qualified electors voting thereon and in
6 accordance with Sections 284, 285, and 287 of the Constitution
7 of Alabama of 1901, as amended:
8 PROPOSED AMENDMENT
9 Except as otherwise provided by general law, the
10 Governor and executive agencies of the state may not enter
11 into a contract or other binding agreement that imposes an
12 obligation on the state for a contractual period of more than
13 two years or for consideration of more than five million
14 dollars ($5,000,000), without the approval of the Legislature
15 as provided by general law.
16 Section 2. An election upon the proposed amendment
17 shall be held in accordance with Sections 284 and 285 of the
18 Constitution of Alabama of 1901, now appearing as Sections 284
19 and 285 of the Official Recompilation of the Constitution of
20 Alabama of 1901, as amended, and the election laws of this
21 state.
22 Section 3. The appropriate election official shall
23 assign a ballot number for the proposed constitutional
24 amendment on the election ballot and shall set forth the
25 following description of the substance or subject matter of
26 the proposed constitutional amendment:
