3 To make a supplemental appropriation from the State
4 General Fund to the Alabama Tourism Department in the amount
5 of $1,000,000 for the fiscal year ending September 30, 2021;
6 to make a supplemental appropriation from the State General
7 Fund to the Board of Pardons and Paroles in the amount of
8 $14,000,000 for the fiscal year ending September 30, 2021; to
9 make a supplemental appropriation from the State General Fund
10 to the Supreme Court in the amount of $633,985 for the fiscal
11 year ending September 30, 2021; to make a supplemental
12 appropriation from the State General Fund to the Office of
13 Information Technology in the amount of $4,500,000 for the
14 fiscal year ending September 30, 2021; to make a supplemental
15 appropriation from the State Board of Dietetics/Nutrition Fund
16 to the Alabama State Board of Examiners for
17 Dietetics/Nutrition Practice in the amount of $150,000 for the
18 fiscal year ending September 30, 2021; to make a supplemental
19 appropriation from the State General Fund to the Department of
20 Public Health in the amount of $9,200,000 for the fiscal year
21 ending September 30, 2021; to make a supplemental
22 appropriation from the State General Fund to the Judicial
23 Inquiry Commission in the amount of $460,000 for the fiscal
24 year ending September 30, 2021; to make a supplemental
25 appropriation from the State General Fund to the Alabama

1 Department of Forensic Sciences in the amount of $304,000 for
2 the fiscal year ending September 30, 2021; to make a
3 supplemental appropriation from the State General Fund to the
4 Alabama Department of Mental Health in the amount of
5 $1,200,000 for the fiscal year ending September 30, 2021; to
6 make a supplemental appropriation from the State General Fund
7 to the Alabama Department of Veterans Affairs in the amount of
8 $100,000 for the fiscal year ending September 30, 2021; to
9 make a supplemental appropriation from the State General Fund
10 to the Department of Agriculture and Industries in the amount
11 of $250,000 for the fiscal year ending September 30,2021; to
12 make a supplemental appropriation from the State General Fund
13 to the Peace Officers Standards and Training Commission in
14 the amount of $350,000 for the fiscal year ending September
15 30,2021; to make a supplemental appropriation from the
16 Litigation Support Fund to the Office of the Attorney General
17 in the amount of $8,044,783 for the fiscal year ending
18 September 30, 2021; to make a supplemental appropriation of
19 federal funds to the Department of Economic and Community
20 Affairs in the amount of an estimated $12,000,000 for the
21 fiscal year ending September 30, 2021; to make a supplemental
22 appropriation of any federal funds paid to the State from the
23 Coronavirus Local Fiscal Recovery Fund that must be
24 distributed to local governments to the Department of Finance
25 for the fiscal year ending September 30, 2021; to make a

1 supplemental appropriation of available federal funds from the
2 Alabama Homeowner Assistance Fund to the Department of Finance
3 of an estimated $125,000,000 for the fiscal year ending
4 September 30, 2021; and to amend Section 10 of Act 2020-168,
5 the General Fund Appropriations Act for the fiscal year ending
6 September 30, 2021, regarding the appropriation and use of
7 additional federal stimulus funds.
8 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
9 Section 1. In addition to all other appropriations
10 heretofore or hereafter made, there is hereby appropriated
11 $1,000,000 from the State General Fund to the Alabama Tourism
12 Department for the fiscal year ending September 30, 2021 to be
13 expended for the World Games.
14 Section 2. In addition to all other appropriations
15 heretofore or hereafter made, there is hereby appropriated
16 $14,000,000 from the State General Fund to the Board of
17 Pardons and Paroles for the fiscal year ending September 30,
18 2021.
19 Section 3. In addition to all other appropriations
20 heretofore or hereafter made, there is hereby appropriated
21 $633,985 from the State General Fund to the Supreme Court for
22 the fiscal year ending September 30, 2021 to be used for the
23 updates to the case management and e-filing systems.
24 Section 4. In addition to all other appropriations
25 heretofore or hereafter made, there is hereby appropriated

1 $4,500,000 from the State General Fund to the Office of
2 Information Technology for the fiscal year ending September
3 30, 2021 to be used for cybersecurity.
4 Section 5. In addition to all other appropriations
5 heretofore or hereafter made, there is hereby appropriated
6 $150,000 from the State Board of Dietetics/Nutrition Fund to
7 the Alabama State Board of Examiners for Dietetics/Nutrition
8 Practice for the fiscal year ending September 30, 2021.
9 Section 6. In addition to all other appropriations
10 heretofore or hereafter made, there is hereby appropriated
11 $9,200,000 from the State General Fund to the Department of
12 Public Health for the fiscal year ending September 30, 2021,
13 of which $7,500,000 shall be used for Coronavirus preparedness
14 and response activities, $1,200,000 shall be used for
15 workforce development schools for in-demand medical
16 professionals with the Huntsville Hospital Health System, and
17 $500,000 shall be used for one-time capital expenses for the
18 USA Womens and Childrens Hospital.
19 Section 7. In addition to all other appropriations
20 heretofore or hereafter made, there is hereby appropriated
21 $460,000 from the State General Fund to the Judicial Inquiry
22 Commission for the fiscal year ending September 30, 2021.
23 Section 8. In addition to all other appropriations
24 heretofore or hereafter made, there is hereby appropriated
25 $304,000 from the State General Fund to the Alabama Department

1 of Forensic Sciences for the fiscal year ending September 30,
2 2021 to be used for one-time capital outlay expenses.
3 Section 9. In addition to all other appropriations
4 heretofore or hereafter made, there is hereby appropriated
5 $1,200,000 from the State General Fund to the Alabama
6 Department of Mental Health to be used for one-time expenses
7 for a crisis residential unit for civilly committed
8 individuals in Region 1. Any amount of this appropriation
9 remaining unexpended on September 30, 2021, shall be
10 reappropriated for the same purpose for the fiscal year
11 beginning October 1, 2021.
12 Section 10. In addition to all other appropriations
13 heretofore or hereafter made, there is hereby appropriated
14 $50,000 $100,000 from the State General Fund to the Alabama
15 Department of Veterans Affairs for the fiscal year ending
16 September 30, 2021.
17 Section 11. In addition to all other appropriations
18 heretofore or hereafter made, there is hereby appropriated
19 $250,000 from the State General Fund to the Alabama Department
20 of Agriculture and Industries for the fiscal year ending
21 September 30, 2021 to be expended for the Gilmore Turnham
22 Building in Auburn.
23 Section 12. In addition to all other appropriations
24 heretofore or hereafter made, there is hereby appropriated
25 $350,000 from the State General Fund to the Alabama Peace

1 Officers Standards and Training Commission for the fiscal
2 year ending September 30, 2021 to be expended for training and
3 continuing education for law enforcement officers.
4 Section 13. In addition to all other appropriations
5 heretofore or hereafter made, there is hereby appropriated
6 $8,044,783 from the Litigation Support Fund to the Office of
7 the Attorney General for the fiscal year ending September 30,
8 2021 to establish a grant program to address opioid abuse
9 prevention and treatment. Any amount of this appropriation
10 remaining unexpended on September 30, 2021, shall be
11 reappropriated to the Office for the same purpose for the
12 fiscal year beginning October 1, 2021.
13 Section 14. In addition to all other appropriations
14 heretofore or hereafter made, there is hereby appropriated an
15 estimated $12,000,000 in federal funds to the Alabama
16 Department of Economic and Community Affairs for the fiscal
17 year ending September 30, 2021 for the Low-Income Household
18 Water Assistance Program established by the Consolidated
19 Appropriation Act, 2021, Pub.L. No. 116-260. Any amount of
20 this appropriation remaining unexpended on September 30, 2021,
21 shall be reappropriated to the Department for the same purpose
22 for the fiscal year beginning October 1, 2021.
23 Section 15. In addition to all other appropriations
24 heretofore or hereafter made, there is hereby appropriated to
25 the Department of Finance for the fiscal year ending September

1 30, 2021 any federal funds paid to the state from the
2 Coronavirus Local Fiscal Recovery Fund established by the
3 American Rescue Plan Act of 2021 that must be distributed to
4 Nonentitlement Units of Local Government within 30 days after
5 the state receives the funds pursuant to the requirements of
6 the Act.
7 Section 16. In addition to all other appropriations
8 heretofore or hereafter made, there is hereby appropriated an
9 estimated $125,000,000 in federal funds from the Alabama
10 Homeowner Assistance Fund to the Department of Finance for the
11 fiscal year ending September 30, 2021 to be delegated through
12 memorandum of agreement to the Alabama Housing Finance
13 Authority for the purpose of administering the Homeowner
14 Assistance Program established by Section 3206 of the American
15 Rescue Plan Act of 2021. Any amount of this appropriation
16 remaining unexpended on September 30, 2021, shall be
17 reappropriated to the Department for the same purpose for the
18 fiscal year beginning October 1, 2021.
19 Section 17. Section 10 of Act 2020-168, the General
20 Fund Appropriations Act for the fiscal year ending September
21 30, 2021, is hereby amended as follows:
22 "Section 10. (a) In addition to appropriations
23 herein made, all gifts, grants, insurance proceeds,
24 contributions, or entitlements, in excess of the amount
25 carried in this act, including grants by the Congress of the

1 United States, municipalities, or counties, to any department,
2 division, board, bureau, commission, agency, institution,
3 office, or officer of the State of Alabama are hereby
4 appropriated and, in the event the same are recurring, are
5 reappropriated to such department, division, board, bureau,
6 commission, agency, institution, office, or officer to be used
7 only for the purpose or purposes for which the grant or
8 contribution was or shall be made. Further, all state, county,
9 municipal, and educational entities are authorized to disburse
10 such sums as deemed necessary by mutual agreement among said
11 entities, the State of Alabama, and the Department of
12 Examiners of Public Accounts to partially defray the cost of
13 auditing services performed by said agency. All such sums are
14 hereby appropriated and reappropriated if necessary to the
15 Department of Examiners of Public Accounts for audit services,
16 to be expended through the fund established by Section
17 41-5A-22, Code of Alabama 1975.
18 "(b) Provided, however, this section shall not apply
19 to the state Coronavirus Relief Fund amounts provided by the
20 Congress of the United States to the State of Alabama from the
21 Coronavirus, Aid, Relief, and Economic Security (CARES) Act
22 (P.L. 116-136), except for any balance of such funds remaining
23 from the appropriation made for Fiscal Year 2020 that remain
24 unspent at the end of Fiscal Year 2020 for expenditures
25 related to the coronavirus pandemic. The Department of Finance

1 shall report on a monthly basis all expenditures made from
2 these funds in a manner publicly accessible on the Governor's
3 Coronavirus Disease 2019 News and Resources webpage.
4 "(c) This section shall also not apply to any
5 additional federal stimulus funds provided to the state to
6 offset revenue losses or for purposes directly related to the
7 coronavirus pandemic, other than additional funds provided for
8 existing federal programs. Any Coronavirus State Fiscal
9 Recovery Funds or Coronavirus Capital Projects Funds received
10 by the State of Alabama from the American Rescue Plan Act of
11 2021, shall be appropriated by and through one or more
12 independent supplemental appropriation bills. Any amount of
13 Coronavirus State Fiscal Recovery Funds used to replace lost
14 revenues shall be based upon estimates of lost revenues
15 provided by the Director of Finance and the Deputy Director of
16 the Legislative Services Agency, Fiscal Division and a plan
17 approved by the Governor, Speaker of the House of
18 Representatives, President Pro Tempore of the Senate, and the
19 Chair of each budget committee of the Alabama Legislature."
20 Section 18. This act shall become effective
21 immediately upon its passage and approval by the Governor, or
22 upon its otherwise becoming law.
