5 To make supplemental appropriations from the
6 Education Trust Fund Advancement and Technology Fund for the
7 fiscal year ending September 30, 2021, to the public
8 institutions of higher education in the amount of $76,336,095,
9 and to the Department of Education, the Board of Trustees of
10 the Alabama Institute for Deaf and Blind, the Board of Youth
11 Services School Districts, the Board of Directors of the
12 Alabama School of Fine Arts, and the Board of Trustees of the
13 Alabama School of Math and Science in the amount of
14 $205,971,947.
15 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
16 Section 1. In addition to all other appropriations
17 heretofore or hereafter made, there is hereby appropriated a
18 total of $76,336,095 from the Education Trust Fund Advancement
19 and Technology Fund to the public institutions of higher edu-
20 cation for the fiscal year ending September 30, 2021. This
21 appropriation shall be expended as provided in Section 29-9-4,
22 Code of Alabama 1975. This appropriation shall be distributed
23 as follows:

16 (b) Notwithstanding any other laws to the contrary,
17 the funds appropriated to the Department of Education by
18 subsection (a) of this section shall not be expended without
19 prior approval of the State Superintendent of Education.
20 (c)(1) The above appropriation for teacher
21 professional development shall be allocated to the Alabama

1 Department of Education to be distributed to the Ed Farm
2 Classroom of Tomorrow. These funds will be used by Ed Farm to
3 provide technology tools and professional development services
4 to classroom teachers in an effort to improve instruction and
5 student learning gains. It is the intent of the legislature
6 that in addition to general programmatic costs, Ed Farm may
7 also expend funds for software, hardware, administrative costs
8 and professional learning services.
9 (2) The State Superintendent shall provide a report
10 of the initiative to the Chair of the House Ways and
11 Means-Education Committee and the Chair of the Senate
12 Committee on Finance and Taxation-Education no later than
13 October 1, 2022
14 Section 4. All funds not expended in the current
15 fiscal year shall not revert but be carried forward for the
16 purpose appropriated.
17 Section 5. This act shall become effective
18 immediately upon its passage and approval by the Governor, or
19 upon its otherwise becoming law.
