  ENROLLED, An Act,
            To make a supplemental appropriation from the
  Education Trust Fund to the Alabama Institute for Deaf and
  Blind, Board of Trustees in the amount of $3,500,000 for the
  fiscal year ending September 30, 2021; to make a supplemental
  appropriation from the Education Trust Fund to the Educational
 Television Commission in the amount of $5,500,000 for the
 fiscal year ending September 30, 2021; to make a supplemental
 appropriation from the Education Trust Fund to the Marine
 Environmental Sciences Consortium in the amount of $2,000,000
 for the fiscal year ending September 30, 2021; to make a
 supplemental appropriation from the Education Trust Fund to
 Tuskegee University in the amount of $1,000,000 for the fiscal
 year ending September 30, 2021; to make a supplemental
 appropriation from the Education Trust Fund to Athens State
 University in the amount of $880,000 for the fiscal year
 ending September 30, 2021; to make a supplemental
 appropriation from the Education Trust Fund to the University
 of West Alabama in the amount of $592,300 for the fiscal year
 ending September 30, 2021; to make a supplemental
 appropriation from the Education Trust Fund to the University
 of South Alabama in the amount of $900,000 for the fiscal year

  appropriation from the Education Trust Fund to the University
  of North Alabama in the amount of $175,000 for the fiscal year
  ending September 30, 2021; to make a supplemental
  appropriation from the Education Trust Fund to the Alabama
  Community College System in the amount of $2,545,718 for the
  fiscal year ending September 30, 2021; to make a supplemental
  appropriation from the Education Trust Fund to the State
  Department of Education in the amount of $52,750,000 for the
 fiscal year ending September 30, 2021; to make a supplemental
 appropriation from the Education Trust Fund to the Alabama
 Commission on Higher Education in the amount of $470,000 for
 the fiscal year ending September 30, 2021; to make a
 supplemental appropriation from the Education Trust Fund to
 the Alabama Historical Commission in the amount of $275,000
 for the fiscal year ending September 30, 2021; to make a
 supplemental appropriation from the Education Trust Fund to
 the Alabama Department of Archives and History in the amount
 of $100,000 for the fiscal year ending September 30, 2021; to
 make a supplemental appropriation from the Education Trust
 Fund to the Innovation Fund in the amount of $1,000,000 for
 the fiscal year ending September 30, 2021; to make a
 supplemental appropriation from the Education Trust Fund to
 the Department of Examiners of Public Accounts in the amount
 of $574,000 for the fiscal year ending September 30, 2021; to

  make a supplemental appropriation from the Education Trust
  Fund to the Education Trust Fund Advancement and Technology
  Fund in the amount of $65,000,000 for the fiscal year ending
  September 30, 2021; to allow a temporary transfer from the
  Budget Stabilization Fund to the Education Trust Fund in the
  fiscal year ending September 30, 2021, under certain
  extraordinary conditions; and to make a transfer from the
  Education Trust Fund to the Budget Stabilization Fund in the
  amount of $75,000,000 under certain conditions for the fiscal
 year ending September 30, 2021.
 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
              Section 1. In addition to all other appropriations
 heretofore or hereafter made, there is hereby appropriated
 $3,500,000 from the Education Trust Fund to the Alabama
 Institute for Deaf and Blind, Board of Trustees for the fiscal
 year ending September 30, 2021. Of this appropriation,
 $1,000,000 shall be expended for demolition and an
 environmental study of ANG Decatur Property; and $2,500,000
 shall be expended for the Independent Living Center at AIDB
 Talladega.
              Section 2. In addition to all other appropriations
 heretofore or hereafter made, there is hereby appropriated
 $5,500,000 from the Education Trust Fund to the Educational
 Television Commission for the fiscal year ending September 30,

  2021, for nonrecurring expenditures, including, but not
  limited to, transmitters and fiber optic network.
            Section 3. In addition to all other appropriations
  heretofore or hereafter made, there is hereby appropriated
  $2,000,000 from the Education Trust Fund to the Marine
  Environmental Sciences Consortium for the fiscal year ending
  September 30, 2021, to assist with recovery efforts from
  damage caused by Hurricane Sally.
            Section 4. In addition to all other appropriations
 heretofore or hereafter made, there is hereby appropriated
 $1,000,000 from the Education Trust Fund to Tuskegee
 University for the fiscal year ending September 30, 2021, for
 Armstrong Hall Laboratory improvements.
           Section 5. In addition to all other appropriations
 heretofore or hereafter made, there is hereby appropriated
 $880,000 from the Education Trust Fund to Athens State
 University, Board of Trustees for the fiscal year ending
 September 30, 2021, for one-time costs of HyFlex classrooms.
           Section 6. In addition to all other appropriations
 heretofore or hereafter made, there is hereby appropriated
 $592,300 from the Education Trust Fund to the University of
 West Alabama, Board of Trustees for the fiscal year ending
 September 30, 2021, for a campus-wide security system.
           Section 7. In addition to all other appropriations
 heretofore or hereafter made, there is hereby appropriated

  $900,000 from the Education Trust Fund to the University of
  South Alabama for the fiscal year ending September 30, 2021,
  for the School of Marine and Environmental Sciences.
            Section 8. In addition to all other appropriations
  heretofore or hereafter made, there is hereby appropriated
  $175,000 from the Education Trust Fund to the University of
  North Alabama for the fiscal year ending September 30, 2021,
  for a workforce development pilot project.
            Section 9. In addition to all other appropriations
 heretofore or hereafter made, there is hereby appropriated
 $2,545,718 from the Education Trust Fund to the Alabama
 Community College System for the fiscal year ending September
 30, 2021. Of this appropriation, $315,718 shall be expended
 for the Drake State Community Technical College NASA Frontiers
 Project, $230,000 shall be expended for the Wallace State
 Community College-Hanceville Winston County Learning Center
 project, and $2,000,000 shall be expended to establish new and
 to support current stand-alone LPN programs throughout the
 state.
           Section 10. (a) In addition to all other
 appropriations heretofore or hereafter made, there is hereby
 appropriated $52,750,000 from the Education Trust Fund to the
 State Department of Education for the fiscal year ending
 September 30, 2021. Of this appropriation, $50,000,000 shall
 be distributed to the TEAMS Fund established by House Bill

  537/Senate Bill 327 of the 2021 Regular Session of the
  Legislature or subsequent act of the Legislature for the
  purpose of implementing a new math and science teacher salary
  schedule; $1,000,000 shall be expended for a marketing
  campaign for teachers; $750,000 shall be expended for the
  National Board Certification of Teachers; and $1,000,000 shall
  be expended for the Remote Learning Hub Pilot.
            (b) The above appropriation for the Remote Learning
  Hub Pilot shall be used to pilot a dynamic and interactive
 remote learning model to deliver effective, highly engaging
 STEM education in regions of Alabama that struggle to reach
 desired student outcomes in math, science, and technology.
 Development and implementation of this innovative model shall
 be led by the National Math and Science Initiative (NMSI),
 working with a coalition of Alabama stakeholders, including
 the Alabama STEM Council. The State Superintendent of
 Education shall collaborate with NMSI to support this pilot
 program to reimagine how STEM education is delivered,
 especially in hard-to-reach, high poverty, or traditionally
 underserved locations. The pilot program will offer STEM
 learning pathways for grades 6-12, focusing on Algebra
 preparedness and success in the project's first phase
 (2021-2022).
           Section 11. In addition to all other appropriations
 heretofore or hereafter made, there is hereby appropriated

  $470,000 from the Education Trust Fund to the Alabama
  Commission on Higher Education for the fiscal year ending
  September 30, 2021. Of this amount, $270,000 shall be expended
  for the Best and Brightest STEM Pilot Program under the same
  terms and conditions as Act 2020-204; and $200,000 shall be
  expended for the Trails Foundation and allocated as follows:
  $100,000 for the Singing River Trail and $100,000 for the
  Pinhoti Trail.
            Section 12. In addition to all other appropriations
 heretofore or hereafter made, there is hereby appropriated
 $275,000 from the Education Trust Fund to the Alabama
 Historical Commission for the fiscal year ending September 30,
 2021, for one-time expenses for Fort Toulouse.
           Section 13. In addition to all other appropriations
 heretofore or hereafter made, there is hereby appropriated
 $100,000 from the Education Trust Fund to the Alabama
 Department of Archives and History for the fiscal year ending
 September 30, 2021, for one-time expenses for the Civil Rights
 Voting Project.
           Section 14. In addition to all other appropriations
 heretofore or hereafter made, there is hereby appropriated
 $1,000,000 from the Education Trust Fund to the Innovation
 Fund for the fiscal year ending September 30, 2021, to be
 expended for the Innovation Corporation, subject to House Bill
 540 of the 2021 Regular Session being enacted into law.

            Section 15. In addition to all other appropriations
  heretofore or hereafter made, there is hereby appropriated
  $574,000 from the Education Trust Fund to the Department of
  Examiners of Public Accounts for the fiscal year ending
  September 30, 2021, for continuation of the evaluation and
  reorganization study of the State Department of Education.
            Section 16. In addition to all other appropriations
  heretofore or hereafter made, there is hereby appropriated
  $65,000,000 from the Education Trust Fund to the Education
 Trust Fund Advancement and Technology Fund for the fiscal year
 ending September 30, 2021, to be allocated in accordance with
 Section 29-9-4, Code of Alabama 1975.
           Section 17. Notwithstanding the provisions of
 Section 29-9-6, Code of Alabama 1975, during the fiscal year
 ending September 30, 2021, the Finance Director may
 temporarily transfer funds from the Budget Stabilization Fund
 into the Education Trust Fund at any time during the fiscal
 year, if necessary, to alleviate cash flow problems resulting
 from changes to the due dates for the payment of income taxes.
 Any funds temporarily transferred pursuant to this section
 shall be repaid before September 30, 2021.
           Section 18. In addition to all other provisions of
 this act, if the Finance Director certifies in September 2021,
 that the ending balance in the Education Trust Fund for the
 fiscal year ending September 30, 2021, will exceed

  $75,000,000, then $75,000,000 shall be transferred to the
  Budget Stabilization Fund established by Section 29-9-4, Code
  of Alabama 1975.
            Section 19. All funds appropriated in this act not
  expended in the fiscal year ending September 30, 2021, shall
  not revert but shall be carried forward for the purpose
  appropriated.
            Section 20. This act shall become effective
  immediately upon its passage and approval by the Governor, or
 upon its otherwise becoming law.
