11 appropriation from the Education Trust Fund to the Alabama
12 Commission on Higher Education in the amount of $470,000 for
13 the fiscal year ending September 30, 2021; to make a
14 supplemental appropriation from the Education Trust Fund to
15 the Alabama Historical Commission in the amount of $275,000
16 for the fiscal year ending September 30, 2021; to make a
17 supplemental appropriation from the Education Trust Fund to
18 the Alabama Department of Archives and History in the amount
19 of $100,000 for the fiscal year ending September 30, 2021; to
20 make a supplemental appropriation from the Education Trust
21 Fund to the Innovation Fund in the amount of $1,000,000 for
22 the fiscal year ending September 30, 2021; to make a
23 supplemental appropriation from the Education Trust Fund to
24 the Department of Examiners of Public Accounts in the amount
25 of $574,000 for the fiscal year ending September 30, 2021; to

1 make a supplemental appropriation from the Education Trust
2 Fund to the Education Trust Fund Advancement and Technology
3 Fund in the amount of $65,000,000 for the fiscal year ending
4 September 30, 2021; to allow a temporary transfer from the
5 Budget Stabilization Fund to the Education Trust Fund in the
6 fiscal year ending September 30, 2021, under certain
7 extraordinary conditions; and to make a transfer from the
8 Education Trust Fund to the Budget Stabilization Fund in the
9 amount of $75,000,000 under certain conditions for the fiscal
10 year ending September 30, 2021.
11 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
12 Section 1. In addition to all other appropriations
13 heretofore or hereafter made, there is hereby appropriated
14 $3,500,000 from the Education Trust Fund to the Alabama
15 Institute for Deaf and Blind, Board of Trustees for the fiscal
16 year ending September 30, 2021. Of this appropriation,
17 $1,000,000 shall be expended for demolition and an
18 environmental study of ANG Decatur Property; and $2,500,000
19 shall be expended for the Independent Living Center at AIDB
20 Talladega.
21 Section 2. In addition to all other appropriations
22 heretofore or hereafter made, there is hereby appropriated
23 $5,500,000 from the Education Trust Fund to the Educational
24 Television Commission for the fiscal year ending September 30,

1 2021, for nonrecurring expenditures, including, but not
2 limited to, transmitters and fiber optic network.
3 Section 3. In addition to all other appropriations
4 heretofore or hereafter made, there is hereby appropriated
5 $2,000,000 from the Education Trust Fund to the Marine
6 Environmental Sciences Consortium for the fiscal year ending
7 September 30, 2021, to assist with recovery efforts from
8 damage caused by Hurricane Sally.
9 Section 4. In addition to all other appropriations
10 heretofore or hereafter made, there is hereby appropriated
11 $1,000,000 from the Education Trust Fund to Tuskegee
12 University for the fiscal year ending September 30, 2021, for
13 Armstrong Hall Laboratory improvements.
14 Section 5. In addition to all other appropriations
15 heretofore or hereafter made, there is hereby appropriated
16 $880,000 from the Education Trust Fund to Athens State
17 University, Board of Trustees for the fiscal year ending
18 September 30, 2021, for one-time costs of HyFlex classrooms.
19 Section 6. In addition to all other appropriations
20 heretofore or hereafter made, there is hereby appropriated
21 $592,300 from the Education Trust Fund to the University of
22 West Alabama, Board of Trustees for the fiscal year ending
23 September 30, 2021, for a campus-wide security system.
24 Section 7. In addition to all other appropriations
25 heretofore or hereafter made, there is hereby appropriated

1 $900,000 from the Education Trust Fund to the University of
2 South Alabama for the fiscal year ending September 30, 2021,
3 for the School of Marine and Environmental Sciences.
4 Section 8. In addition to all other appropriations
5 heretofore or hereafter made, there is hereby appropriated
6 $175,000 from the Education Trust Fund to the University of
7 North Alabama for the fiscal year ending September 30, 2021,
8 for a workforce development pilot project.
9 Section 9. In addition to all other appropriations
10 heretofore or hereafter made, there is hereby appropriated
11 $2,545,718 from the Education Trust Fund to the Alabama
12 Community College System for the fiscal year ending September
13 30, 2021. Of this appropriation, $315,718 shall be expended
14 for the Drake State Community Technical College NASA Frontiers
15 Project, $230,000 shall be expended for the Wallace State
16 Community College-Hanceville Winston County Learning Center
17 project, and $2,000,000 shall be expended to establish new and
18 to support current stand-alone LPN programs throughout the
19 state.
20 Section 10. (a) In addition to all other
21 appropriations heretofore or hereafter made, there is hereby
22 appropriated $52,750,000 from the Education Trust Fund to the
23 State Department of Education for the fiscal year ending
24 September 30, 2021. Of this appropriation, $50,000,000 shall
25 be distributed to the TEAMS Fund established by House Bill

1 537/Senate Bill 327 of the 2021 Regular Session of the
2 Legislature or subsequent act of the Legislature for the
3 purpose of implementing a new math and science teacher salary
4 schedule; $1,000,000 shall be expended for a marketing
5 campaign for teachers; $750,000 shall be expended for the
6 National Board Certification of Teachers; and $1,000,000 shall
7 be expended for the Remote Learning Hub Pilot.
8 (b) The above appropriation for the Remote Learning
9 Hub Pilot shall be used to pilot a dynamic and interactive
10 remote learning model to deliver effective, highly engaging
11 STEM education in regions of Alabama that struggle to reach
12 desired student outcomes in math, science, and technology.
13 Development and implementation of this innovative model shall
14 be led by the National Math and Science Initiative (NMSI),
15 working with a coalition of Alabama stakeholders, including
16 the Alabama STEM Council. The State Superintendent of
17 Education shall collaborate with NMSI to support this pilot
18 program to reimagine how STEM education is delivered,
19 especially in hard-to-reach, high poverty, or traditionally
20 underserved locations. The pilot program will offer STEM
21 learning pathways for grades 6-12, focusing on Algebra
22 preparedness and success in the project's first phase
23 (2021-2022).
24 Section 11. In addition to all other appropriations
25 heretofore or hereafter made, there is hereby appropriated

1 $470,000 from the Education Trust Fund to the Alabama
2 Commission on Higher Education for the fiscal year ending
3 September 30, 2021. Of this amount, $270,000 shall be expended
4 for the Best and Brightest STEM Pilot Program under the same
5 terms and conditions as Act 2020-204; and $200,000 shall be
6 expended for the Trails Foundation and allocated as follows:
7 $100,000 for the Singing River Trail and $100,000 for the
8 Pinhoti Trail.
9 Section 12. In addition to all other appropriations
10 heretofore or hereafter made, there is hereby appropriated
11 $275,000 from the Education Trust Fund to the Alabama
12 Historical Commission for the fiscal year ending September 30,
13 2021, for one-time expenses for Fort Toulouse.
14 Section 13. In addition to all other appropriations
15 heretofore or hereafter made, there is hereby appropriated
16 $100,000 from the Education Trust Fund to the Alabama
17 Department of Archives and History for the fiscal year ending
18 September 30, 2021, for one-time expenses for the Civil Rights
19 Voting Project.
20 Section 14. In addition to all other appropriations
21 heretofore or hereafter made, there is hereby appropriated
22 $1,000,000 from the Education Trust Fund to the Innovation
23 Fund for the fiscal year ending September 30, 2021, to be
24 expended for the Innovation Corporation, subject to House Bill
25 540 of the 2021 Regular Session being enacted into law.

1 Section 15. In addition to all other appropriations
2 heretofore or hereafter made, there is hereby appropriated
3 $574,000 from the Education Trust Fund to the Department of
4 Examiners of Public Accounts for the fiscal year ending
5 September 30, 2021, for continuation of the evaluation and
6 reorganization study of the State Department of Education.
7 Section 16. In addition to all other appropriations
8 heretofore or hereafter made, there is hereby appropriated
9 $65,000,000 from the Education Trust Fund to the Education
10 Trust Fund Advancement and Technology Fund for the fiscal year
11 ending September 30, 2021, to be allocated in accordance with
12 Section 29-9-4, Code of Alabama 1975.
13 Section 17. Notwithstanding the provisions of
14 Section 29-9-6, Code of Alabama 1975, during the fiscal year
15 ending September 30, 2021, the Finance Director may
16 temporarily transfer funds from the Budget Stabilization Fund
17 into the Education Trust Fund at any time during the fiscal
18 year, if necessary, to alleviate cash flow problems resulting
19 from changes to the due dates for the payment of income taxes.
20 Any funds temporarily transferred pursuant to this section
21 shall be repaid before September 30, 2021.
22 Section 18. In addition to all other provisions of
23 this act, if the Finance Director certifies in September 2021,
24 that the ending balance in the Education Trust Fund for the
25 fiscal year ending September 30, 2021, will exceed

1 $75,000,000, then $75,000,000 shall be transferred to the
2 Budget Stabilization Fund established by Section 29-9-4, Code
3 of Alabama 1975.
4 Section 19. All funds appropriated in this act not
5 expended in the fiscal year ending September 30, 2021, shall
6 not revert but shall be carried forward for the purpose
7 appropriated.
8 Section 20. This act shall become effective
9 immediately upon its passage and approval by the Governor, or
10 upon its otherwise becoming law.
