2 ENROLLED, An Act,
3 To make an appropriation of $169,633 from the State
4 General Fund to the Coalition Against Domestic Violence for
5 the fiscal year ending September 30, 2022, to require an
6 operations plan and an audited financial statement prior to
7 the release of any funds, and to require quarterly and end of
8 year performance reports.
9 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
10 Section 1. For the fiscal year ending September 30,
11 2022, there is hereby appropriated to the Coalition Against
12 Domestic Violence from the State General Fund the sum of
13 $169,633. In addition, the appropriation made herein shall be
14 budgeted and allotted pursuant to the Budget Management Act
15 and Article 4 of Title 41 of the Code of Alabama, 1975, and
16 specifically Section 41-4-93, Section 41-4-95 and Section
17 41-4-96.
18 Section 2. Prior to the release of any funds
19 appropriated under this bill for fiscal year 2022, an
20 operations plan for fiscal year 2022 and an audited financial
21 statement for all operations during fiscal year 2020 must be
22 forwarded to the Director of Finance. It is the intent to
23 release fiscal year 2022 funds following receipt of these
24 reports.

1 Section 3. In addition, quarterly reports for fiscal
2 year 2022 shall be made to the Director of Finance relating to
3 planned expenditures and accomplishments. An end of year
4 performance report for the fiscal year 2022 shall be made to
5 the Director of Finance stating the work accomplished and
6 services provided and the costs of accomplishing the work and
7 providing the services, citing meaningful measures of program
8 effectiveness and costs, as is required for state agencies in
9 Code of Alabama 1975, Section 41-19-11. The Director of
10 Finance shall forward a copy of all required reports to the
11 Legislative Council in a timely manner.
12 Section 4. This act shall become effective October
13 1, 2021.
