5 COMMENDING THE SCRAP RECYCLERS ASSOCIATION OF
6 ALABAMA AND THE INSTITUTE OF SCRAP RECYCLING INDUSTRIES AND
7 THEIR MEMBERS.

9 WHEREAS, during the COVID-19 pandemic, it has been
10 essential to keep Alabama's manufacturing industry
11 operational; and
12 WHEREAS, Alabama's manufacturing industry is a
13 leader in the production of steel, paper and paper products,
14 electronics, aluminum, plastics, textiles, tires, and glass,
15 and continues to produce these materials and products that are
16 essential to Alabama, the nation, and worldwide markets; and
17 WHEREAS, Alabama's manufacturers must have a
18 constant and reliable supply of raw materials to produce these
19 products; and
20 WHEREAS, Alabama's manufacturers would not have
21 access to their needed raw materials without the collecting,
22 processing, and manufacturing of recyclable and recovered
23 materials into raw materials by Alabama's recycling industry;
24 and

1 WHEREAS, in recognition of this fact, Alabama's
2 recyclers have been deemed essential businesses and workers
3 from the onset of the pandemic; and
4 WHEREAS, Alabama's recyclers have followed all
5 appropriate and required protocols, and as a result, have
6 operated safely, protecting their employees and customers in
7 the process; and
8 WHEREAS, throughout the pandemic, hundreds of
9 thousands of valuable recyclable materials, such as
10 automobiles, scrap metal, electronics, paper, glass, plastics,
11 rubber, and textiles, have been kept out of Alabama's
12 landfills and have been manufactured into valuable raw
13 materials; and
14 WHEREAS, those raw materials have been used by
15 manufacturers in Alabama and throughout the world to
16 manufacture a wide variety of products, including toilet
17 paper, respirators, and new automobiles; and
18 WHEREAS, Alabama's recycling industry has provided
19 used auto parts for reuse, allowing the state's citizens to
20 repair their automobiles and maintain reliable transportation
21 throughout the pandemic; and
22 WHEREAS, Alabama's recycling industry has collected,
23 repaired, and redeployed tens of thousands of mobile
24 technology devices, thereby becoming an alternative supplier
25 to education and corporate entities when international supply

1 chains were disrupted during the pandemic, and therefore
2 facilitating students' remote learning needs and supporting
3 citizens working from home; and
4 WHEREAS, Alabama's recycling industry has collected,
5 sorted, and reclaimed plastic products and packaging, which
6 have been used as feedstock to manufacture products that
7 enhance hygiene and sanitation, such as disposable hospital
8 gowns and garbage bags; and
9 WHEREAS, Alabama's recycling industry has continued
10 to collect and recycle scrap tires, protecting public health
11 and the environment, and producing valuable rubber products,
12 such as those used in vital infrastructure projects; and
13 WHEREAS, Alabama's recycling industry has collected,
14 sorted, processed, and delivered recovered fiber to paper,
15 containerboard, and paperboard mills to be used in
16 manufacturing essential products, including tissue products;
17 pulp used in diapers and other personal hygiene products;
18 papers for communication, education, and building/construction
19 products; and papers for packaging for food, beverages, food
20 services, cleaning supplies, pharmaceuticals, medical
21 equipment, and other essential consumer products; now
22 therefore,
23 BE IT RESOLVED BY THE SENATE OF THE LEGISLATURE OF
24 ALABAMA, That the members of the Scrap Recyclers Association
25 of Alabama and the Institute of Scrap Recycling Industries are

1 essential businesses, and their employees are essential
2 workers who are necessary for the production and manufacturing
3 of goods and products in Alabama and throughout the world; the
4 Scrap Recyclers Association of Alabama and the Institute of
5 Scrap Recycling Industries and their members are to be
6 commended for their roles in maintaining the economic
7 viability of the supply chain for Alabama's manufacturers and
8 their employees; appropriate copies of this resolution shall
9 be made available for distribution to the members of the Scrap
10 Recyclers Association of Alabama and the Institute of Scrap
11 Recycling Industries.
