4 ENROLLED, An Act,
5 Relating to licensure of health care professionals;
6 to exempt certain individuals from state licensure,
7 registration, and certification requirements who are in the
8 state to render certain services for The Eleventh World Games
9 to be held in Birmingham and other areas of Alabama in 2022
10 and the preliminary events for World Games in December 2020,
11 2021, and 2022; to provide for consent for certain medical
12 services; and to provide for repeal of this bill on December
13 31, 2022.
14 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
15 Section 1. (a) As used in this section, the
16 following terms have the following meanings:
17 (1) CREDENTIAL or CREDENTIALED. The grant or receipt
18 of credentials by TWG.
19 (2) FICS. Federation Internationale de Chiropratigue
20 du Sport, headquartered in Lausanne, Switzerland.
21 (3) ISF. International Sports Federation governing
22 each sport for which there will be a competition, exhibition,
23 or presentation during the World Games or a Test Event.
24 (4) IWGA. The International World Games Association,
25 headquartered in Lausanne, Switzerland.

1 (5) NOC. The National Olympic or IWGA Committee or
2 other organization responsible for the delegation of athletes,
3 coaches, trainers, and other credentialed support staff and
4 officials of a participating nation state in the World Games.
5 (6) TEST EVENTS. Preview events in certain fields
6 the IWGA requires TWG to hold in Alabama during 2020, 2021,
7 and 2022 in conjunction with the World Games.
8 (7) TWG. The TWG 2021 Birmingham Foundation.
9 (8) WORLD GAMES. The World Games 2022 under the
10 authority of the IWGA, to be held in Birmingham, Alabama in
11 July 2022.
12 (9) WORLD GAMES FAMILY. Any credentialed athletes,
13 coaches, trainers, or other credentialed support staff and
14 officials of the IWGA, NOC, IWGA-affiliated entities, and ISF
15 or their designated IWGA confederations, including judges and
16 juries for the games.
17 (b) Nothing in Title 34, Code of Alabama 1975, shall
18 be construed to require licensure, registration, or
19 certification of individuals who are nonresidents of this
20 state, who hold a current and valid professional license,
21 certificate, registration, or other authorization to practice
22 any profession regulated under Title 34, Code of Alabama 1975,
23 from any state or country, and who are credentialed by TWG for
24 involvement in events to specific, time-limited services to

1 athletes and other members of the World Games family in
2 connection with the World Games or Test Events.
3 (c) Whenever the services authorized under
4 subsection (b) are health care services, the services shall
5 only be provided to the World Games family at the sites
6 designated by TWG. Individuals exempted from licensure by this
7 section who provide health care services shall provide
8 services only to members of the World Games family at the
9 sites designated by TWG. Individuals exempted from licensure
10 by this section who provide the health care services shall
11 provide those services only to those members of the World
12 Games family who are citizens or members of the delegation of
13 that provider's sponsoring country as credentialed by TWG,
14 except that members of FICS credentialed by TWG to provide
15 health care services shall be permitted to provide those
16 services to any member of the World Games family.
17 (d) Nothing in this section shall be construed to
18 authorize or grant hospital medical staff privileges at any
19 hospital, ambulatory surgery center, outpatient care center,
20 or other health care facility.
21 (e) Notwithstanding any other provision of law, each
22 NOC and ISF may designate to TWG, which shall in turn
23 appropriately credential an official delegate who may give
24 consent to hospital, medical, and surgical care to a minor who
25 is a team member for the respective NOC delegate's team or a

1 participant for the respective ISF delegate's sport, and that
2 consent shall not be subject to disaffirmance because of
3 minority. The consent of the parent or parents of that minor
4 shall not be necessary in order to authorize hospital,
5 medical, or surgical care.
6 (f) This section is repealed on December 31, 2022.
7 Section 2. This act shall become effective
8 immediately following its passage and approval by the
9 Governor, or its otherwise becoming law.
