2 ENROLLED, An Act,
3 To propose a local amendment to the Constitution of
4 Alabama of 1901, relating to Crenshaw County, to authorize the
5 Crenshaw County Commission to levy an additional ad valorem
6 tax at the rate not to exceed three mills on each dollar of
7 assessed value of taxable property in the county to be
8 distributed to the Crenshaw County Health Care Authority for
9 public hospital purposes and related health care purposes.
10 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
11 Section 1. The following amendment to the
12 Constitution of Alabama of 1901, as amended, is proposed and
13 shall become valid as a part thereof when approved by a
14 majority of the qualified electors voting thereon and in
15 accordance with Sections 284, 285, and 287 of the Constitution
16 of Alabama of 1901, as amended:
17 PROPOSED AMENDMENT
18 In addition to any ad valorem taxes levied in
19 Crenshaw County, the Crenshaw County Commission may levy on an
20 annual basis for five tax years, commencing with the tax year
21 for which ad valorem taxes will become due and payable on
22 October 1, 2021, an ad valorem tax on all taxable property
23 located in Crenshaw County at a rate not to exceed three mills
24 per dollar of assessed value of taxable property. The proceeds
25 of the tax shall be distributed to the Crenshaw County Health

1 Care Authority for public hospital purposes and for related
2 health care purposes by the Crenshaw County Health Care
3 Authority. The tax authorized by this amendment may not be
4 levied for more than five tax years. Any tax levied pursuant
5 to this amendment shall be subject to any exemptions otherwise
6 authorized for ad valorem tax purposes.
7 Section 2. An election upon the proposed amendment
8 shall be held at the general election in November 2020, in
9 accordance with Sections 284 and 285 of the Constitution of
10 Alabama of 1901, now appearing as Sections 284 and 285 of the
11 Official Recompilation of the Constitution of Alabama of 1901,
12 as amended, and the election laws of this state.
13 Section 3. The appropriate election official shall
14 assign a ballot number for the proposed constitutional
15 amendment on the election ballot and shall set forth the
16 following description of the substance or subject matter of
17 the proposed constitutional amendment:
18 "Relating to Crenshaw County; proposing an amendment
19 to the Constitution of Alabama of 1901, to authorize the
20 Crenshaw County Commission to authorize the Crenshaw County
21 Commission to levy an additional ad valorem tax at the rate
22 not to exceed three mills on each dollar of assessed value of
23 taxable property in the county to be distributed to the
24 Crenshaw County Health Care Authority for public hospital
25 purposes and related health care purposes."
