2 ENROLLED, House Joint Resolution,
3 CREATING THE JOINT LEGISLATIVE STUDY COMMITTEE ON
4 VOLUNTEER FIRE DEPARTMENTS AND COMMUNITY MEDICAL RESPONDERS.

6 WHEREAS, volunteer fire departments, community
7 medical responders, and other community services, especially
8 in rural Alabama, are experiencing difficulty recruiting new
9 volunteers to fill the vacancies created by older volunteers
10 who can no longer meet the physical demands of the services;
11 and
12 WHEREAS, it is necessary to identify the causes of
13 barriers to recruitment of new volunteers in order to propose
14 appropriate solutions; now therefore,
15 BE IT RESOLVED BY THE LEGISLATURE OF ALABAMA, BOTH
16 HOUSES THEREOF CONCURRING, That there is hereby created the
17 Joint Legislative Study Committee on Volunteer Fire
18 Departments and Community Medical Responders, to identify the
19 causes of barriers to recruitment of new volunteers in order
20 to formulate appropriate solutions and to make recommendations
21 regarding those potential solutions to the Legislature.
22 (a) The committee shall consist of the following
23 members:
24 (1) Four members of the House of Representatives
25 appointed by the Speaker of the House.

1 (2) Four members of the Senate appointed by the
2 President Pro Tempore of the Senate.
3 (b) The committee shall have co-chairs; one
4 Representative appointed by the Speaker of the House and one
5 Senator appointed by the President Pro Tempore of the Senate.
6 (c) The appointing authorities shall coordinate
7 their appointments to assure the committee is inclusive and
8 reflects the racial, gender, geographical, urban, rural, and
9 economic diversity of the state.
10 (d) The committee shall meet as needed by the call
11 of the co-chairs in multiple regions of the state to hear from
12 organizations impacted by the shortage of volunteers for
13 volunteer fire departments, for community medical responders,
14 and for other community services.
15 (e) Members of the committee shall be entitled to
16 their legislative compensation, per diem, and travel expenses
17 for each day they attend a meeting of the committee, in
18 accordance with Amendment 871 of the Constitution of Alabama
19 of 1901.
20 (f) The committee shall issue a report and
21 recommendations to the Governor, Lieutenant Governor, and the
22 Legislature no later than the fifth legislative day of the
23 2021 Regular Session, at which time it shall stand dissolved.
