Analysis
SB 197 requires Alaska Housing Finance Corporation to adopt and administer a statewide residential building code that
follows national standards and creates a statewide minimum for new habitable housing construction on 1‐4 units,
excluding owner‐built homes and recreational cabins.
SB 197 modifies AHFC's statutes by stipulating AHFC use the 2018 International Residential Building Code by the
International Code Council or a later as the basis for its code adoption. It further requires as an allowable use, load‐bearing
dimensional lumber that is graded and certified in Alaska on one‐, two‐ and three‐ family dwellings.
The adoption of such a building code does not change AHFC's building or energy code lending requirements.
The legislation establishes a State Building Code Council as an advisory council to the Alaska Housing Finance Corporation
to provide analysis and advice to the its Board of Directors during the process of formulating, adopting, and updating the
state residential building code.
AHFC anticipates an annual operating cost of approximately $250,000. This includes personal services incurred and
implementing the provisions of the legislation, including necessary travel, services, and commodities.
The bill has an effective date of Jan. 1, 2025. AHFC will be required to adopt regulations consistent with the intent of the
legislation.
