FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. LL 0315
2024 LEGISLATIVE SESSION
Analysis
This bill amends AS 14.30.760(a) by removing language that exempts students who receive a proficient score on the state
approved literacy screener during the first (fall) administration of the assessment from taking the winter and spring
screeners. This change requires all student to participate in all three administrations of the state approved literacy
screener in grades K‐3.
This bill also amends AS 14.30.765(f) by reducing the time from the end of the school from 45 days to 15 days for school
staff to consult with parents/guardians of third graders regarding their student’s readiness to move to fourth grade. This
change allows the data from the spring screener administration to be used in those progression conversations with
parents.
In FY2025, a one‐time increment of $6.0 is included for legal services costs associated with amending current regulations
to align with the statute change.
