STATE OF ALASKA BILL NO. SB173

Analysis
This bill will require school districts to grant qualified persons an assigned duty to carry a concealed handgun on school
grounds under certain conditions. The criteria for a person to be granted an assigned duty to carry a concealed handgun
on school grounds requires the person to apply for a concealed carry permit under Alaska Statute (AS) 18.65.700 –
18.65.790.
There are approximately 500 public schools organized within 54 districts and a state residential boarding academy
according to alaskateacher.org. This bill could significantly increase the number of applications for concealed carry permits
submitted to the Department of Public Safety (DPS) under AS 18.65.700.
The DPS is required to approve or reject applications within 30 days of receipt, and the research requires a comprehensive
review of multiple state and federal systems and records to ensure compliance with both state and federal firearm laws.
The department would need to maintain the permits to ensure continued compliance with state and federal firearm laws,
and would anticipate ongoing submissions through routine staff attrition in the schools.
The department currently has one Criminal Justice Technician and one Office Assistant managing the daily operation of
state's concealed carry permit program, security guard licensing program, and the civilian process server licensing
program. The department will need an additional Criminal Justice Technician to continue to meet the statutorily
designated timelines and the increased workload. Additionally, costs to produce the permits will also increase with the
increased volume of applications.
