Why this fiscal note differs from previous version/comments:
AS 14.17.430 State funding for correspondence study was amended to remove the 90% multiplier to the average daily membership
(ADM) for correspondence programs. Pupil Transportation was adjusted to include all schools districts eligible for funding.

Analysis
This bill increases the school district per student amounts for pupil transportation services under AS 14.09.010(a). The
current projected FY2025 pupil transportation funding is estimated at $70,594.5. The FY2025 projected increase for school
district pupil transportation resulting from this bill is $7,305.9 for an amended projected total of $77,900.4 for FY2025 pupil
transportation.
This bill amends AS 14.17.430, State funding for correspondence study, by removing the 90 percent multiplier for
correspondence program average daily membership (ADM) and applying the 1.20 special needs factor in AS 14.17.420(a)(1).
This will make additional special needs funding available to districts with correspondence programs. The change would
increase the projected FY2025 State aid to school districts with a correspondence program by $39,193.1.
This bill increases the base student allocation (BSA) under AS 14.17.470 by $300, from $5,960 to $6,260 (whole dollars). The
$300 BSA increase results in a projected increase in State aid funding to school districts of $79,011.7 in FY2025.
This bill takes effect July 1, 2024 (FY2025).
