Analysis
This legislation creates a fisheries rehabilitation permit. The permit type described is already available through the Division
of Commercial Fisheries in other formats. Permit applications would be incorporated into the current process for similar
permit types and receive the same level of scrutiny and review already conducted for existing propagative permits,
including department analysis and public engagement for projects that involve salmon; both of which are intensive and
time‐consuming processes.
Increased cost to the department is expected for the additional workload. The Statewide Aquaculture Planning and
Permitting Section of the Division of Commercial Fisheries has been reduced by half in the last 6 years, from 8 staff to 4,
and does not have the resources to take on additional work without more staff. Personal services expenses reflect $52.4
for a 6‐month part‐time Fishery Biologist II position (range 16) in Juneau to handle the additional work.
The department will also need to adopt regulations for the implementation of this bill but can absorb those associated
costs.
The bill proposes a $100 application fee. However, the number of applications the department will receive for this new
permit type is unknown. Therefore, the change in revenue is indeterminate.
