STATE OF ALASKA BILL NO. SSHB175
2024 LEGISLATIVE SESSION
Analysis
HB 175 will update Alaska’s midwife statutes to better align with current national standards and make the profession of
midwifery independent from other healthcare professions. It will change the name of the board and license type and
amend the makeup of the board. The qualifications for licensure are adjusted by requiring an applicant to have an
approved professional midwife certification to get an initial license or to renew and pass the national midwifery exam to
qualify for licensure. Definitions of the practice of midwifery are amended. Additionally, health care insurers providing
coverage for the costs of childbirth are required to provide coverage for the costs of home birth services.
Due to the change in the name of the board and license type, the department will need to update all associated forms and
webpages, as well as the professional licensing database, to reflect the new information. This work can be handled using
existing resources.
If the bill passes the following expenses will be incurred:
Services: FY25 only: $9.2 for legal costs and associated printing and postage to amend midwives' regulations
and centralized regulations
Professional licensing programs within the Division of Corporations, Business and Professional Licensing are funded by
Receipt Supported Services – fund source 1156 Rcpt Svcs (DGF). Licensing fees for each occupation are set per AS –
08.01.065. The total amount of revenue collected approximately equals each occupation’s actual regulatory costs.
