FISCAL NOTE ANALYSIS
STATE OF ALASKA BILL NO. SB 115
2024 LEGISLATIVE SESSION
Analysis
This legislation moves the scope of practice for physician assistants (PAs) from regulation under the State Medical Board to
statute and expands that scope to allow PAs with more than 2,000 hours of practice experience to practice without a
collaborative agreement with a physician. The proposed new scope of practice allows PAs to provide a variety of services,
including writing medical orders, supervising, and delegating therapeutic and diagnostic measures to licensed and
unlicensed professionals, and prescribe, dispense, order, and administer drugs and medical devices, including schedule II-V
controlled substances (if they hold an active U.S. Drug Enforcement Agency registration number).
The Division of Corporations, Business, and Professional Licensing does not anticipate fiscal impact from this legislation.
Licensing fees for each occupation are set per AS 08.01.065. The total amount of revenue collected approximately equals
each occupation’s actual regulatory costs. Professional licensing programs within the Division of Corporations, Business and
Professional Licensing are funded by Receipt Supported Services – fund source 1156 Rcpt Svcs (DGF).
