Analysis
This bill amends Alaska Statute (AS) 18.95 by adding a new section relating to peer support counseling programs for law
enforcement agencies, emergency service providers, and the Department of Corrections. This bill authorizes law
enforcement agencies, emergency service providers, and the Department of Corrections to establish peer support
counseling programs to provide emotional and moral support and counseling to peace officers and emergency service
personnel who have experienced emotionally traumatic incidents during employment.
The bill adds confidentiality for oral and written communication between the participant and counselor during peer
support counseling sessions, and communication made between counselors, supervisors, or staff members related to a
peer support counseling session. It provides exceptions to confidentiality for threats of suicide or homicide, information
required by law to be reported, child or vulnerable adult abuse, or admissions of criminal conduct.
The Department of Public Safety has an established peer support counseling program and does not anticipate a fiscal
impact at this time.
