Analysis
This legislation would expand the telehealth provisions currently allowed to non-Alaska-licensed physicians under AS
08.02.130 to apply to members of the non-Alaska-licensed physician’s multidisciplinary care team so that those members
can also provide telehealth services to Alaska patients under the circumstances listed in that section without obtaining an
Alaska license. While the non-Alaska-licensed physician is subject to disciplinary action by the Alaska State Medical Board,
all members of the team would be subject to disciplinary action by the Department of Commerce, Community, and
Economic Development. This bill creates new sections that provide the grounds for disciplinary sanctions against these
team members and what those disciplinary sanctions can be.
The addition of a renewal to the currently perpetual Telemedicine Business Registrations will bring in approximately $91.0
in additional licensing revenue. The division does not anticipate the need for additional staffing to process these renewals
and plans to automate the renewal process by adding the renewal to the business license renewal process. This will
ensure registrants are in full compliance with their business license and, if applicable, the corporate registration.
If this legislation passes, one full-time permanent Investigator 3 will be required to take on investigations of complaints on
unlicensed multidisciplinary care team members.
Personal Services: $114.3 for one permanent full-time Investigator 3, R18, Anchorage
Travel: $10.0 training and investigative travel
Services: $25.0 for core services – per position, per year
Commodities: $10.0 for one-time set up costs (FY2025 only)
Professional licensing programs within the Division of Corporations, Business and Professional Licensing are funded by
Receipt Supported Services fund source – 1156 Rcpt Svcs (DGF). Licensing fees for each occupation are set per AS
08.01.065. The total amount of revenue collected approximately equals each occupation’s actual regulatory costs.
