Analysis
The bill creates a pathway for Universal Temporary Licensure: a measure that establishes limited reciprocity for qualified
practitioners who hold substantially equivalent licenses in good standing in other U.S. jurisdictions and
territories/provinces in Canada; who meet the qualifications and requirements for a license as listed in Alaska law but
reside in a U.S. jurisdiction or territory/province in Canada that does not license the profession; or meet the qualifications
and requirements for licensure in Alaska through military education, training, and service. This will allow the department
to streamline the licensure process and issue a 180‐day temporary license to those qualified individuals, whether they
only want to work in Alaska for that period of time or while they work towards their permanent Alaska license.
The division does not have resources available to absorb the additional work created by this legislation. A Paralegal 2
position is required to analyze other states' or providences' laws to determine if those other states' or providences'
qualifications for licensure and scopes of practice are substantially equivalent to Alaska's. A Project Assistant position is
required to analyze, create, test, and implement the new applications or application amendments required by this
legislation.
If the bill passes the following expenses will be incurred:
Personal Services: $ 207.5 (One range 16 Project Assistant + One range 16 Paralegal 2)
Services: $ 17.1 (One‐time printing, postage, and legal costs for regulations project)
$ 50.0 (Annual statewide core services & allocated costs)
Commodities: $ 20.0 (One‐time set up costs in FY2024 only)
Professional licensing programs within the Division of Corporations, Business and Professional Licensing are funded by
Receipt Supported Services (fund source 1156 Rcpt Svcs (DGF)). Licensing fees for each occupation are set per AS 08.01.065.
The total amount of revenue collected approximately equals each occupation’s actual regulatory costs.
