Analysis
Summary:
This bill would reinstate the Citizens’ Advisory Commission on Federal Management Areas in Alaska (CACFA), which
sunset in 2021 and had been unfunded and inactive for several years prior to that. The bill also repeals a prior expiration
date for the Commission, sets terms for initial commission members, and sets an effective date for the act.
EXPENDITURES
A large project coordinator housed in the Department’s Office of Project Management and Permitting (OPMP) is needed
to carry out the intent of the bill. The position would coordinate commissioner feedback and respond to citizen inquiries
and concerns about actions on federal lands.
Personnel:
A Large Project Coordinator (Range 23) will stand up and administer the program, including coordination of commissioner
input and responses to public concerns. This position will be housed within OPMP.
Travel costs
The Department anticipates $10.0 annual travel expenses to hold public meetings.
Services
Contractual costs for office space, telephones, core service charges and related expenses for new positions are $15.0 per
position annually.
Commodities/Supplies:
Supply costs including computers are $1.5 per person annually. Initial office set up is a one-time cost of $5.0 per staff.
