FISCAL NOTE ANALYSIS

Analysis
This legislation would make Alaska a member state of the Interstate Physical Therapy Licensure Compact, which would
allow Alaska physical therapists and physical therapist assistants with unencumbered licenses who have had no adverse
action against their license within two years to apply for and work under compact privilege in any other member states;
and would allow the same for physical therapists and assistants meeting the same requirements to work in Alaska. Alaska
will have the ability to set fees for professionals from other member states requesting compact privilege. Those
professionals will be required to follow all Alaska laws, and the Alaska Board of Physical Therapy & Occupational Therapy
would retain full jurisdiction over these professionals regardless of whether they are practicing under an Alaska license or
a compact privilege.
If this bill passes, a permanent Administrative Assistant 1 (AA1) would be required to assist with processing fingerprint
cards and other administrative tasks beginning in FY2025 when the bill takes effect. Additionally, the division would
require two long-term non-permanent (LTNP) Administrative Assistant 2 positions to assist with the first renewal, which
occurs on Jue 30, 2026, and one LTNP Investigator 3 to review background checks received that include past convictions.
Because the renewal occurs on the last day of FY2026, the non-permanent Administrative Assistant 2 positions would be
needed for three months in FY2026 and three months in FY2027. The non-permanent Investigator 3 would be needed for
six months in FY2026 and six months in FY2027.
If the bill passes the following expenses will be incurred and paid from either Receipt Supported Services, fund code 1156
(RSS 1156) or general funds, fund code 1004 (GF 1004), as noted below:
Personal Services:
FY25 and beyond: $80.0 for one full-time Administrative Assistant 1 (R12) (RSS 1156)
FY26 (for 3 months): $37.9 ($18.9 x2) for two long-term non-permanent Administrative Assistant 2s
(R14) (RSS 1156)
FY26 (for 6 months): $45.3 for one long-term non-permanent Investigator 3 (R18) (GF 1004)
FY27 (for 3 months): $37.9 ($18.9 x2) for two long-term non-permanent Administrative Assistant 2s (
R12) (RSS 1156)
FY27 (for 6 months): $45.3 for one LTNP Investigator 3 (R18) (GF 1004)
Services: FY25 only: $2.5 for legal costs to amend regulations, printing, and postage (RSS 1156)
FY25 and beyond: $25.0 for core services charges for PFT Admin Assistant (RSS 1156)
FY26 & FY27 only: $50.0 in each year for core services charges for LTNP Admin Assistants ($25.0 per
position per year) (RSS 1156)
FY26 & FY27 only: $25.0 in each year for core services charges for LTNP Investigator (GF 1004)
Commodities: FY25 only: $10.0 for one-time set up costs for PFT Admin Assistant position (RSS 1156)
FY26 only: $20.0 for one-time set up costs for LTNP Admin Assistant positions (RSS 1156)
FY26 only: $10.0 for one-time set up costs for LTNP Investigator (GF 1004)
Professional licensing programs within the Division of Corporations, Business and Professional Licensing are primarily
funded by Receipt Supported Services (fund source 1156 Rcpt Svcs (DGF)). Licensing fees for each occupation are set per AS
08.01.065. The total amount of revenue collected approximately equals each occupation’s actual regulatory costs.
Investigative costs are funded by General Fund (fund source 1004 Gen Fund (UGF)).
